Speaking at a press conference, General Secretary and President To Lam expressed his pleasure in welcoming President José Raúl Mulino and his wife, along with the high-level delegation from the Republic of Panama, on their official visit to Vietnam.
The visit also provided an important opportunity for both sides to exchange views on ways to further develop the friendly relations and cooperation between the two countries in a more profound, substantive, and effective manner in the future.

General Secretary and President To Lam stated that the two sides had just held talks in a friendly, open, and trusting atmosphere; they had extensively exchanged views on bilateral relations as well as regional and international issues of mutual concern.
Both sides assessed that Vietnam-Panama relations have continued to develop positively in recent times. High-level visits and contacts, as well as cooperation mechanisms, have been maintained. Trade relations have seen growth, with bilateral trade reaching nearly 500 million USD in 2025.
Both sides agreed that there is still great potential for cooperation, especially in trade, investment, and services. Based on this, they agreed to continue promoting cooperation in the fields of economics , trade, investment, agriculture, port logistics, finance, banking, tourism, transportation, and other areas where both sides have strengths.
Both sides also agreed on the need to continue exchanging and negotiating documents on investment protection, aviation, and several other areas, creating a favorable framework for expanding cooperation.
One important topic discussed by both sides was leveraging each country's geoeconomic advantages, strengthening connectivity in transportation, logistics, financial flows, and supply chains between East Asia and Latin America; thereby creating more opportunities for businesses in both countries.
Regarding multilateral cooperation, both sides agreed to continue coordinating and supporting each other in international organizations and multilateral forums; exchange views on regional and international issues of common concern; uphold the principles of international law and the United Nations Charter; support the maintenance of freedom and safety of navigation and overflight, and the peaceful resolution of disputes on the basis of respect for international law, especially the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea.

A key outcome of the visit was the adoption of a Joint Statement outlining the directions, objectives, principles, and main areas of cooperation in Vietnam-Panama relations in the coming period.
Both sides agreed to strengthen exchanges through state-level diplomatic channels, promote parliamentary cooperation and people-to-people diplomacy, and create conditions for businesses of both countries to access each other's markets and participate more deeply in regional and global supply chains.
General Secretary and President To Lam expressed his belief that the President's visit has created important momentum for implementing the agreements reached, better exploiting the potential and strengths of each side, and bringing the Vietnam-Panama relationship to a substantive, effective, and commensurate level with the potential of both countries.
Vietnam is ready to cooperate with Panama to effectively implement the results achieved during the visit for the benefit of the people of both countries, while contributing to peace, cooperation, and development in both regions and the world .

At a press conference, President of the Republic of Panama José Raúl Mulino expressed that Panama and Vietnam are geographically separated countries, but a friendship and solidarity have existed between the people of the two nations for over 50 years.
For Panama, expanding and diversifying international relations is crucial; Vietnam is an important partner of Panama in Southeast Asia.
The President of the Republic of Panama stated that a significant part of the talks between the two sides was dedicated to economic relations. Vietnam has built impressive industrial and export capabilities.
Panama wants to become a gateway for its industry to access the Latin American and Caribbean region; it hopes that Vietnamese businesses will take advantage of these opportunities to establish a presence in Panama and expand into regional markets.
The two sides also discussed agriculture, connectivity, tourism, maritime cooperation, and other areas where the two countries have complementary capabilities; they expressed a desire for better conditions for businesses and manufacturers to find new markets and for the vast geographical distance between the two countries to become less significant.
During this visit, the two sides signed agreements on security, maritime transport, and agriculture. These are important steps, and now the task for both sides is to work towards translating these agreements into concrete projects and results for the people of both countries.
The President of the Republic of Panama emphasized that Panama wants to get even closer to Vietnam, expand its presence in Asia, and create new opportunities for trade, investment, and cooperation between the people of the two countries.
