On October 3rd, at the regular September government meeting and the online government conference with localities, the Chairman of the Ninh Binh Provincial People's Committee, Nguyen Thanh Binh, proposed several issues related to the province's strategic infrastructure projects.

Notably, the leaders of Ninh Binh province have requested the Prime Minister to consider adding the Ninh Binh - Son La expressway to the Road Network Planning for the period 2021-2030, with a vision to 2050.

According to Ninh Binh provincial leaders, this proposal aims to create momentum for long-term growth and strengthen regional linkages.

In addition to the aforementioned expressway, the Chairman of the Ninh Binh Provincial People's Committee also requested the Prime Minister to direct the Ministry of Construction to promptly organize the preparation of the detailed plan for Ninh Binh International Airport; and at the same time, expedite the appraisal and submission to the Prime Minister for approval of the General Plan for the Ninh Co Economic Zone until 2050.

These are all infrastructure projects that Ninh Binh province has identified as crucial to its new development space. Previously, the locality had repeatedly proposed and studied large-scale projects related to airports, seaports, logistics, and regional transportation connectivity systems.

At the conference, the Chairman of the Ninh Binh Provincial People's Committee also reported on the socio-economic situation in the first nine months of 2026. According to the local report, the GRDP growth rate was among the highest in the country; state budget revenue reached over 47,000 billion VND , the trade surplus exceeded 2.7 billion USD , and the province welcomed nearly 21 million tourists.

However, the province's disbursement of public investment capital has only reached 37.3% of the plan assigned by the Prime Minister. Ninh Binh has identified this as one of the tasks that must be focused on in the fourth quarter, linking progress with responsibility for each project.

The province aims to continue maintaining double-digit growth, remove obstacles for businesses, promote processing and manufacturing industries, exports, trade, and tourism; and at the same time, accelerate planning and resolve outstanding and problematic projects.

Regarding central government budget funds, Ninh Binh commits to disbursing 100% by December 2026.
