At Solex High-Tech Industries (Vietnam) Co., Ltd., Bac Tien Phong Industrial Park, knowledge of labor law , dialogue, and negotiation is applied by union officials in their daily work. The grassroots union integrates legal education into its activities and dialogues; participates in the development and implementation of collective labor agreements; and updates regulations on social insurance and occupational safety and health.

Ms. Lam Thi Hoa, Chairwoman of the Trade Union and Human Resources Director of the company, stated: “Regular communication and dialogue help businesses and employees understand legal regulations correctly, minimize difficulties, and contribute to building stable labor relations. This reality shows that grassroots trade union officials not only need to be enthusiastic but also need to know the law, understand the business, know how to listen, dialogue, and negotiate. And to understand the law, have dialogue and communication skills, we have participated in many training courses organized by the City Federation of Labor and the Quang Yen Ward Trade Union.”
In Quang Yen, the need to improve the quality of its officials is even more evident given the concentration of FDI enterprises in the area. The ward's trade union is responsible for managing and monitoring 56 grassroots trade unions with 10,636 members in Quang Yen, Hiep Hoa, Phong Coc, and Lien Hoa districts; of which 44 grassroots trade unions with 9,997 members are in the non-state and FDI sectors. Annually, the Quang Yen Trade Union organizes training courses to update policies, laws, and skills for key officials. 100% of chairpersons and over 90% of grassroots trade union officials receive professional training; newly established grassroots trade union chairpersons are introduced to chairperson training courses; over 20 officials participate in courses to improve professional skills, dialogue, and collective bargaining, and receive certificates.
Ms. Nguyen Thi Thanh Nga, Chairwoman of the Quang Yen Ward Trade Union, stated: “With a large number of businesses and workers in the area, grassroots trade union officials must constantly update their knowledge of the law and skills to support both workers and businesses. Besides centralized training, the ward's trade union focuses on guiding officials in the implementation of work at the grassroots level. The results are partly reflected in the activities of the grassroots trade unions. In the first seven months of 2026, 11 out of 24 businesses organized employee conferences; 16 out of 35 units negotiated and signed collective labor agreements with terms exceeding legal requirements.”

To improve the quality of grassroots trade union officials, the Quang Ninh Provincial Trade Union maintains training programs that are increasingly focused on grassroots work. Over the past five years, the Provincial Labor Federation has organized six training courses for grassroots trade union chairpersons, attended by 284 officials, with an average of 48 participants per class. Each course lasted eight days and covered 16 topics, with 100% of participants taking the exams and receiving certificates. The Provincial Labor Federation also coordinated 42 training conferences for 2,016 trade union officials, focusing on dialogue, negotiation, and collective bargaining skills. In September 2026, the City Labor Federation organized the 18th training course for grassroots trade union chairpersons, attended by 54 participants, with a focus on officials in the non-state sector, equipping them with knowledge, skills, and expertise for application at the grassroots level.
For the 2025-2030 term, the Quang Ninh Provincial Trade Union has identified building a professional team of trade union officials with sufficient qualities and capabilities to meet the requirements of their tasks as one of its three breakthroughs. This requirement necessitates training tailored to specific groups of officials, prioritizing new officials, those in the non-state sector, and FDI companies; enhancing skills in handling situations related to dialogue, negotiation, social insurance, and occupational safety; combining training with on-site guidance; and equipping them with digital skills and the application of technology in their operations.
Mr. To Xuan Thao, Chairman of the Quang Ninh City Federation of Labor Unions, affirmed: “The Provincial Federation of Labor Unions will always closely monitor the training of grassroots trade union officials so that the knowledge and skills acquired after training are applied in practice. The goal is not just about the number of classes or participants, but more importantly, about ensuring that officials know how to do and do well in trade union work, thereby improving the quality of activities and better protecting the legitimate rights and interests of union members and workers.”
