
From the beginning of the year, the Executive Committee and Standing Committee of the Commune Party Committee have focused on leading, directing, and implementing the directives, resolutions, and conclusions of the Central Government and the city, as well as the tasks for 2026, ensuring comprehensive implementation across all fields, with a focus on key areas. This includes concentrating on Party building and the political system; personnel organization; inspection and supervision; internal affairs and justice; combating corruption, waste, and negative practices; and digital transformation . Alongside this, they have directed the timely resolution of important issues arising during the implementation of socio-economic development tasks and ensuring national defense and security in the area.
Comrade Bui Van Luu, Secretary of the Commune Party Committee, stated: "The Commune Party Committee always identifies the building of a clean and strong Party and political system as a prerequisite for the smooth, effective, and efficient operation of the local apparatus, determined to successfully achieve the set goals, the most important of which is maintaining stability in the area so that people can work, produce, and do business with peace of mind, build a cultural life; and improve the quality of life both materially and spiritually."
Implementing the policy on reorganizing villages and residential areas in 2026, with the decisive implementation by the Party Committee and the government, and the consensus of the people, Ba Chẽ commune has reorganized 38 villages into 16. During the reorganization process, the commune Party Committee directed agencies and units to seriously disseminate the policy on village reorganization; simultaneously, it intensified information and propaganda efforts to ensure that cadres, Party members, and the people understand the purpose, significance, and requirements of the reorganization; creating unity in awareness and action throughout society; promptly addressing issues of public concern; and preventing the spread of misinformation that could affect political security and social order in the area.
Socio-economic development tasks were decisively and synchronously directed; production and business activities remained stable; investment resources were effectively mobilized, creating momentum to promote the commune's economic growth. The economic structure continued to shift in a positive direction, increasing the proportion of industry - handicrafts, trade, services and economic sectors with high added value.
With over 90% of its area covered by forests and forest land, Ba Chẽ has identified forestry as its core economic focus, linked to the development of cinnamon raw material areas, timber raw materials, and forest product processing. In the first nine months of the year, the area of concentrated forest planting in the district reached 1,416.3 hectares, equivalent to 108.3% of the annual plan; the output of timber harvested from planted forests reached 77,104 m³, equivalent to 89.85% of the annual plan. The development of medicinal plants and timber raw materials continues to receive attention, contributing to increasing the value of forestry production and the income of the people.
Implementing the Sustainable Forestry Development Program, the commune has focused on transforming the crop structure. Instead of focusing on fast-growing, low-economic-value tree species, the commune has concentrated on developing large timber species with high and long-term economic value such as ironwood, teak, mahogany, and especially native trees; among them, cinnamon - a characteristic product of Ba Chẽ - now has over 1,000 hectares, yielding an average of about 50 tons of fresh cinnamon bark per year.
Cinnamon trees not only bring high economic value but also make a significant contribution to environmental protection and creating a sustainable green landscape. One of Ba Chẽ's strategic and groundbreaking steps is the continuous expansion of cinnamon cultivation and the focus on developing the value chain from planting, caring for, harvesting to processing and consumption.

Located in Nam Kim village, Ba Che commune, the cinnamon processing plant of Ba Che Cinnamon Co., Ltd. has a factory area of 2 hectares, with an investment value of 40 billion VND in phase 1. Its annual processing capacity is approximately over 100 tons of cinnamon essential oil, 240 tons of cinnamon-based biological products, and 3,000 tons of dried cinnamon bark. The company has organized the purchase of cinnamon leaves and branches from local people. These are products that cinnamon growers previously pruned annually to promote growth but discarded as they had no economic value. With purchase prices sometimes reaching 2,500 VND per kilogram of cinnamon branches and leaves, this has brought significant income to the local people.
Ms. Dang Thuy Binh, from Nam Kim village, Ba Che commune, happily shared: “Before the cinnamon factory was built, when we cared for and pruned the cinnamon trees, we just threw the branches and leaves away, not knowing how to reuse them. Now that the factory buys the branches and leaves to produce cinnamon essential oil, we no longer have to throw away the branches and leaves we pruned like before. Selling them to the factory brings a higher income to our families.”
In the coming period, the commune will continue to promote and encourage people to grow cinnamon according to organic farming practices, comply with regulations to obtain planting area codes and forest certification for traceability, meeting the requirements for exporting cinnamon products to the EU and US markets; creating sustainable livelihoods for people to develop economically and become wealthy on their own land. This will open up a new direction for the agriculture and forestry sector of Ba Chẽ commune, affirming the local government's determination to effectively exploit the potential of its forests.
Alongside economic development, the management of public investment in the commune continues to be implemented seriously, adhering closely to legal regulations and the allocated capital plan. The total public investment capital plan for 2026 is 225,541.643 million VND, allocated to 43 projects, including 7 completed projects, 6 ongoing projects, 24 newly started projects, 1 planning project, and 5 projects in the investment preparation phase. The disbursement value of all capital sources meets the set plan.
One of the challenging tasks that the commune's Party Committee and government have been implementing decisively in recent times is the surveying, mapping, and preparation of cadastral records, as well as the completion of the national land database in the area. Following the city's directives, the commune promptly issued guiding documents and decisions to establish a working group to coordinate with Branch No. 8 of the Land Registration Office to focus on updating the database, ensuring it meets the set schedule and requirements. To date, 26,224 out of 49,565 land parcels in the commune have been cleaned up, achieving a rate of approximately 52.9%; cadastral maps and land parcels have been reviewed, and cadastral maps have been surveyed and adjusted to serve the construction of the national land database in the commune.
Administrative reform and digital transformation continue to be promoted, contributing to improved management efficiency, administration, and service quality for organizations and citizens. Cultural, artistic, and sports activities are organized enthusiastically; the movement to build a cultured life at the grassroots level is effectively maintained.
In the first nine months of the year, the commune organized six highland cultural fairs, attracting over 10,600 participants. Education and training continued to be strengthened, maintaining a solid foundation for universal preschool education for 5-year-old children. Healthcare for the people was prioritized, and the quality of medical examinations and treatment gradually improved; 100% of residents in the area received regular health check-ups and free screenings in 2026.
Dr. Lam Thu Hanh, Director of the Ba Che Commune Health Station, said: "This free health check-up and screening program is not just about early disease detection. More importantly, all examination, test, and ultrasound results for each resident are updated into the electronic health record system and directly synchronized to the VNeID application via the Medical Identification Code."
Political security, social order and safety, and cybersecurity in the area have been maintained, preventing hotspots and complex incidents. Religious security and security in ethnic minority areas remain stable. The commune's Military Command maintains a strict combat readiness duty regime, proactively practicing plans for protecting the area, fire prevention and control, disaster prevention and control, and search and rescue; coordinating to closely monitor the situation, contributing to ensuring security, order, and smooth communication.
Thanks to the decisive involvement of the entire political system and the unity of the people, the achievements of Ba Chẽ commune in recent years have not only contributed to building Quang Ninh into a city, but also served as a great source of encouragement, creating momentum for this mountainous commune to comprehensively fulfill its political tasks in 2026; and to continue to rise, develop rapidly and sustainably in the following years.
