At the Traffic Operations Center, Traffic Police Department (City Police), images from key roads and intersections are continuously transmitted. The surveillance camera system, integrated with AI technology, operates continuously, recording behaviors such as failing to obey traffic lights, speeding, etc.
Image data, along with the time, location, vehicle, and nature of the violation, is transmitted to the Operations Center, providing a basis for law enforcement agencies to verify and handle the case. This reduces the reliance on law enforcement officers being physically present at the scene for monitoring and detecting violations.
In the first nine months of 2026, through video recording devices, the Hai Phong Traffic Police issued notifications for 15,095 traffic violations; processed 12,525 cases, with fines totaling over 108.2 billion VND. The main violations were failing to obey traffic signals and speeding.
For violators, camera footage helps clearly identify the act, time, and location. Mr. Pham Van Tam, from Hai An ward, said that after reviewing the footage of his red light violation through the AI system, he clearly recognized his mistake and believes that image-based enforcement helps people improve their awareness of complying with the law .
Mr. Hoang Van Thang from Kien An ward also admitted to the violation after reviewing the camera footage. “I didn’t notice the 50 km/h speed limit sign, so I was driving at 56 km/h and the AI camera recorded the violation. The use of cameras helps raise people’s awareness when participating in traffic,” Mr. Thang shared.
Hai Phong has installed more than 30 AI cameras at roads and intersections with high traffic volume and potential traffic safety risks. According to Major Nguyen Mau Thanh, Head of the Traffic Accident Investigation and Resolution Team, Traffic Police Department (Hai Phong City Police), the camera system operates continuously, transmitting images to the Traffic Command Center, contributing to raising awareness of traffic laws among road users.
When traffic violations are recorded with images, specific time and location, road users are more likely to comply with the law regularly, even when there are no law enforcement officers present. This also serves as a basis for traffic police to verify, notify, and handle violations according to regulations, contributing to clarity, objectivity, and reducing disputes and complaints.
From digital data to effective management

While AI cameras may change the way violations are detected and processed, the application of VNeID combined with QR code readers creates a direct change in patrol and control. Previously, during each inspection, drivers often had to present many types of documents for officers to verify, which could take about 10-15 minutes per vehicle. With the application of VNeID combined with QR code readers, the inspection time is reduced to just a few minutes. Traffic police officers spend less time verifying documents, vehicles don't have to stop for long, and people have fewer documents to carry and present.
Currently, Hai Phong is implementing a comprehensive review, verification, updating, and cleaning of vehicle registration and management data on the vehicle registration system. Police in communes and wards are coordinating the review of vehicle status, encouraging people to transfer ownership of vehicles that have been sold, given away, or gifted; revoking registrations and license plates for damaged vehicles, those that have reached the end of their service life, or those no longer needed; and completing procedures for vehicles that have not been inspected, and commercial transport vehicles that are required to change their vehicle registration certificates and license plates to yellow.
Updating and standardizing data aims to build an accurate and comprehensive vehicle database, serving the management and handling of violations and the resolution of administrative procedures, while ensuring the legitimate rights and interests of citizens.
Given Hai Phong's large geographical area, vibrant transportation activities, and ever-increasing number of vehicles, the application of science and technology opens up additional methods for improving management efficiency. However, technology is only a tool. The ultimate goal of digital transformation is not just detecting violations or shortening processing times, but also using data for effective management, ensuring objective processing, and helping citizens gradually develop a sense of self-discipline in complying with the law.
Digital transformation is shifting traffic safety and order management in Hai Phong towards a more modern approach. Technology can detect and record individual behaviors on the road, but for traffic to be truly safe and civilized, the decisive factor remains the awareness and responsibility of each individual participating in traffic.
