According to observations, on the tunnel branch leading from Vo Nguyen Giap Boulevard towards the city center, damaged areas have appeared right at the lane markings, approximately 20cm wide, 10cm deep, and ranging in length from tens of centimeters to nearly 1 meter.
The potholes are arranged in a horizontal line, stretching across the entire width of the lane, making it difficult for vehicles to avoid them.

Mr. Van Hoang, a frequent traveler through this area, said: "Some vehicles are speeding, only realizing the road is damaged when they get close, forcing drivers to brake suddenly, which poses a risk of collision. Cars traveling at high speeds will experience a very strong jolt when hitting sections of the road with uneven surfaces, easily damaging the tires and rims."
Not only in the HC1-01 tunnel, but many drivers passing through the An Phu intersection have also reported that the road surface above is deteriorating, with some sections peeling off unevenly. This situation makes it difficult for vehicles to move through the intersection, especially during peak hours when traffic volume is high.



According to the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), the potholes are concentrated in the expansion joints of the tunnel. This is due to the upper structural layer detaching after recent heavy rains .
The construction unit has acknowledged the damage and is in the process of repairing it. Because the repair requires many technical steps, and the traffic volume through the tunnel is very high, the repair time is longer than usual.

Earlier, on the evening of September 10th, after a heavy rain, the HC1-02 tunnel branch also experienced an incident where it was flooded to a depth of about half a meter, extending for more than 50 meters, affecting both directions from Mai Chi Tho Boulevard to the Ho Chi Minh City - Long Thanh Expressway and vice versa.
This tunnel section had to be closed for nearly a day while authorities dealt with the problem.
The Department of Construction has requested that the problem be rectified urgently.
Not only the An Phu intersection project, but through its traffic infrastructure management work, the Ho Chi Minh City Department of Construction has noted that many other projects under the management of the Traffic Management Board are also in a state of road surface damage, flooding, and lack of environmental sanitation. In addition, some projects, although already operational, have not fully met the conditions for operation, maintenance, and upkeep as required by regulations.
The Department requested the Traffic Management Board to urgently repair the road surface at the Tan Van intersection, Nguyen Xien, Vo Chi Cong, and Do Xuan Hop roads. At the same time, the investor must complete all procedures for temporary operation of the An Phu intersection underpass, the Dong Van Cong – Mai Chi Tho underpass, N3 bridge, N4 bridge, Nam Ly bridge, etc., and quickly complete the handover and acceptance procedures for the Vo Chi Cong road and the parallel road to National Highway 1 as regulated.

The Department of Construction has assigned the Specialized Inspection Division to coordinate and strictly handle construction issues that compromise safety; and has assigned the Center for Traffic Management and Technical Infrastructure to expedite the complete rectification of these issues and report back before October 10th.
The An Phu interchange project commenced in late 2022 with a total investment of over 3,400 billion VND, considered the largest interchange in Ho Chi Minh City with a scale of 3 levels including 2 underpasses, overpasses and a central roundabout. The project was initially expected to be completed by the end of 2025 but the Ho Chi Minh City People's Committee approved an extension to the third quarter of 2027. The HC1-01 underpass, with an investment cost of approximately 342 billion VND, is a crucial component of the An Phu intersection project and was opened to traffic at the end of June. |
