On October 3rd, the Hue City Civil Defense Command issued urgent documents requesting increased operation and water regulation of reservoirs to proactively respond to the heavy rainfall forecast from October 5th.

According to the forecast of the Hue City Meteorological and Hydrological Station, from October 5th to 12th, the city will experience rain, scattered moderate to heavy rain, with some areas experiencing very heavy rain and thunderstorms. The total rainfall is forecast to be generally 200-350mm, with some areas exceeding 450mm.

Huong Dien Hydropower Joint Stock Company is required to continue strictly implementing the reservoir operation and regulation order issued on September 22nd, and to further strengthen flood prevention measures in the downstream area.

In response to this situation, the A Lin B1 hydroelectric reservoir (A Lin 3 - A Lin B1 reservoir cluster) was instructed to gradually increase the flow rate over the spillway, avoiding sudden surges, with a flow rate potentially reaching 400 m3/s, starting at 7 PM on October 5th.

For the A Lưới hydropower reservoir, the flow rate over the spillway will gradually increase from 13:00 on October 6th, potentially reaching 600 m3/s.

The reservoir management units are urgently requested to notify the downstream residents and the authorities of A Luoi 1, A Luoi 2, and A Luoi 3 communes to proactively prevent the risk of flooding, especially in the A Lin 3 and A Luoi reservoir areas.

On the same day, the Hue City Civil Defense Command requested Huong Dien Hydropower Joint Stock Company to continue strictly implementing the Huong Dien reservoir operation and regulation order issued on September 22nd. The operating unit must closely monitor rainfall developments, water inflow into the reservoir, and the water level of the Bo River at the Phu Oc station to manage the reservoir and prevent flooding in downstream areas.

Meanwhile, Ta Trach Irrigation Exploitation Company Limited announced that it would begin regulating water levels in Ta Trach reservoir downstream of the Huong River from 10:00 AM on October 4th.

According to this plan, Ta Trach reservoir will open one deep sluice gate, with a flow rate through the culvert of approximately 110-150 m3/s, combined with 80 m3/s through the hydropower plant. The total expected discharge flow rate is 190-230 m3/s.

The regulation of the reservoirs is carried out according to the Inter-Reservoir Operating Procedure on the Huong River basin and the individual operating procedures of each reservoir, aiming to proactively manage floods and ensure the safety of the structures and downstream areas before the predicted prolonged heavy rainfall.
