According to Deputy Minister of Culture, Sports and Tourism Ta Quang Dong, Hanoi is a city with a thousand-year history, where many layers of culture have met, interacted, and been enriched through generations. In this flow, culture is not only about preserving values, but also about the means by which people understand each other, respect each other, and build lasting connections together.

With that spirit in mind, the festival is not only a place to showcase the cultural diversity of Vietnam and countries around the world, but also a space for cultural dialogue, where each country brings its own unique values and finds common ground in diversity.

Compared to the first edition, this year's festival has expanded in both scale and content, with the participation of 50 countries, international organizations, and businesses, along with numerous activities in culture, art, music , cuisine, film, fashion, and creative industries. The festival contributes to making Hanoi – UNESCO's Creative City – a meeting point of diverse global cultures, where traditional values are celebrated, new innovations are disseminated, and bridges of friendship between Vietnam and international friends are strengthened.

The festival's activities are designed to create a vibrant cultural space where countries can showcase their unique identities, heritages, and cultural values, while also opening up new opportunities for collaboration in the fields of culture, arts, tourism , and creative industries.

With a larger scale and more diverse content than the first edition, the festival features 45 cultural spaces, 35 food stalls, film screenings from 18 countries, a fashion space showcasing traditional costumes from 19 countries, and the participation of 20 international art troupes...

Within the framework of the festival, the "Spreading Creativity from Heritage - International Festival Games" area offers a new experiential space, connecting historical and cultural values with technology and creative industries.

The Ministry of Culture, Sports and Tourism will collaborate with Vietnamese businesses to introduce, release, and operate video games inspired by Vietnamese history and culture, creating opportunities for the public to directly experience and explore heritage through modern interactive forms. Cosplay performances, combined with dance moves from the game Audition and LED screen effects, will create a youthful, vibrant, and engaging experience at the festival.

Through a blend of heritage and innovation, tradition and contemporaneity, Vietnam and the world, the festival aims to build an open cultural space where cultures not only meet and share but also forge profound connections. The festival portrays a vibrant cultural tapestry, while affirming Hanoi as an international cultural destination, a place where the heritage, art, and creativity of Vietnam and the international community converge and spread.
