* In Bat Xat commune:

On the morning of October 3rd, the People's Committee of Bat Xat commune organized a fire fighting and rescue drill at the Bat Xat 5 village's fire safety and prevention group.
The scenario involves a fire breaking out in the kitchen on the first floor of a house because the homeowner forgot to turn off the stove while frying oil. The flames quickly spread to surrounding items, producing a lot of smoke and toxic fumes, while a young child is trapped on the second floor.




As soon as a fire is detected, residents activate the fire alarm of their neighborhood group. Members quickly deploy forces to report the fire, rescue, extinguish the fire, and move property; at the same time, they notify the authorities via the "Fire Alarm 114" application.
On-site personnel used ladders and secondary escape routes to reach the trapped individuals; they cut off the power supply, shut off the gas valves, and used portable fire extinguishers and wet blankets to control the fire.

Upon receiving the news, the commune police, along with local security forces, militia, and medical personnel, quickly arrived at the scene to coordinate rescue efforts, extinguish fires, protect property, regulate traffic, and ensure security and order.
The trapped people were rescued safely, and the fire was brought under control and extinguished.
* In Coc San commune:
On the morning of October 3rd, the People's Committee of Coc San commune organized a fire fighting and rescue drill at the fire safety neighborhood group in the commune.


The simulated scenario takes place at a household with a combined living and business space in a residential area on National Highway 4D, Tong Chu 3 village. A fire breaks out in the warehouse on the second floor due to an electrical equipment malfunction, then quickly spreads, with smoke and toxic gases spreading to the hallway and stairwell while the front door of the house is locked.
Upon discovering the fire, members of the neighborhood group quickly raised the alarm, called the Fire and Rescue Police, the commune police, and immediately mobilized available resources to extinguish the fire, guide people to safety, and rescue those trapped.



The combined forces used fire extinguishers, sledgehammers, crowbars, ladders, and other available equipment to handle the situation. The simulated fire was extinguished, and the people inside the house were ensured safety.
* In Ban Xeo commune:
On October 3rd, the Ban Xeo Commune Police organized a fire fighting and rescue drill at the Thanh Son village's fire safety neighborhood group, in response to the National Fire Prevention and Fighting Day on October 4th.

The drill location was an area with a high concentration of facilities at risk of fire and explosion. According to the simulated scenario, an electrical short circuit caused a fire in the sales area of a combined grocery store and residence. The fire quickly spread to surrounding items, smoke and toxic fumes engulfed the escape routes, trapping two people in the back bedroom of the house.
As soon as the fire was discovered, residents shouted and sounded the alarm; members of the neighborhood group called 114, cut off the electricity to the house where the fire occurred and to neighboring houses, and used fire extinguishers for initial handling.

The forces participating in the drill used fire extinguishers to spray powder and put out the fire.
The commune police and civil defense forces then coordinated to access the scene, bringing the trapped people to a safe area for medical personnel to provide first aid; at the same time, they organized firefighting, moved property, and regulated traffic to minimize damage to the family.
* In Au Lau ward:
On the morning of October 3rd, Au Lau ward organized a fire fighting and rescue drill at the Fire Safety Inter-household Group No. 3.

The exercise was conducted in three phases: detection, information processing, evacuation guidance, rescue, property relocation, and initial firefighting according to the "four on-the-spot" principle; mobilizing forces from the ward People's Committee to coordinate the response; and mobilizing forces and equipment from the Fire Prevention, Fighting, and Rescue Police ( Lao Cai Provincial Police).

According to the hypothetical scenario, at 8:00 AM on October 3rd, a fire broke out in the sales area of a household in Residential Group No. 3. The cause was prolonged charging of an electric vehicle, causing the battery and charger to overheat and explode, igniting plastic bags, plastic items, clothing, bedding, and cardboard boxes.
At the time of the fire, there were three people inside the house. Smoke and toxic fumes spread rapidly; during the evacuation, one person tripped and became trapped inside.
The homeowner immediately shouted for help, used a portable fire extinguisher for initial handling, and activated the neighborhood fire alarm. Other residents quickly brought fire extinguishers, demolition tools, and equipment from their homes to assist.



Under the command of the Neighborhood Group Leader, the assigned forces carried out firefighting, rescue operations, evacuation guidance, property relocation, and scene protection, while also reporting the incident via the "Fire Alarm 114" application.
The Fire and Rescue Police force, in coordination with the ward police, the ward military command, the civil defense force, the forces participating in maintaining security and order at the local level, and medical personnel, organized the demolition of doors, searched for and rescued victims, prevented the fire from spreading, regulated traffic, and secured the scene.
At the end of the drill, the simulated fire was brought under control, and the victims were rescued and given first aid safely.

Currently, Au Lau ward has 5 fire safety neighborhood groups and 40 public fire fighting points. On this occasion, the organizing committee presented 30 portable fire extinguishers to households in the area.
Through training and drills, localities continue to improve their skills in handling fire and explosion situations at the grassroots level; strengthen coordination between the people and functional forces, and effectively implement the "four on-the-spot" principle. This contributes to raising awareness of prevention, escape skills, rescue of people and property, and the use of initial firefighting equipment, proactively minimizing damage when incidents occur.
