According to a report by the Department of Agriculture and Environment, as of October 3, 2026, the VBDLIS land database system in Lao Cai province had a total of 4,899,737 land parcels. Of these, data had been updated for 4,743,708 parcels, including 3,184,466 parcels in Group 1 – data meeting the criteria of “accurate – complete – clean – viable” – and 1,559,242 parcels in Group 2.

Citizens can verify and cross-check land data information against cadastral records right at the local level.

Lao Cai has synchronized 4,375,937 land parcels to the National Land Database System VNLIS, including over 3.03 million parcels in Group 1 and over 1.33 million parcels in Group 2. With this result, Lao Cai is the leading locality nationwide in building a national land database.

To achieve these results, the province has implemented many tasks simultaneously, from surveying and mapping cadastral maps, land registration, and cadastral record creation to digitizing and updating data onto the system.

Specifically, for the 27 out of 99 communes and wards that do not yet have official cadastral maps, the province is organizing surveying and database construction using an integrated process. As of October 3rd, 70,413 out of 92,748.01 hectares have been surveyed, achieving 75.9% of the volume according to the approved projects.

Modern surveying equipment helps to accurately identify each plot of land according to a unified coordinate system, forming the basis for creating cadastral records.

Along with building new databases, Lao Cai focuses on reviewing, standardizing, and enriching existing data. This process is carried out regularly to ensure accurate, consistent, and timely land information, especially after the reorganization of administrative units and the merger of provinces.

According to the Department of Agriculture and Environment, the province's land database has proven effective in land registration, issuance of land use right certificates, statistics, inventory, updating of changes, and handling administrative procedures. Connecting and sharing data contributes to reducing processing time and minimizing the need for citizens and businesses to resubmit information and documents already available in the database.

However, with a data volume of nearly 4.9 million land parcels, completing the database still requires much work. Lao Cai province has identified the need to continue reviewing, standardizing, and enriching data according to the criteria of "accurate - complete - clean - relevant"; completing land surveying and registration in the remaining areas; and synchronizing spatial data, attribute data, and scanned records. Simultaneously, the province will strengthen the verification and authentication of land user information with the National Population Database, complete data integration after administrative unit reorganization, and improve the efficiency of data exploitation for state management and online public service provision.

The land data system of Lao Cai province is synchronized according to the criteria of "accurate - complete - clean - viable," and is used uniformly for common purposes.

From a large volume of scattered land data spanning multiple periods, Lao Cai is gradually developing a centralized and unified data system. This is not only the result of a data cleaning campaign, but also an important foundation for transparent and modern land management, better serving the people and businesses.
