According to Plan No. 456/KH-UBND , Lao Cai province identifies cultural development as being linked to building healthy individuals, families, and cultural environments; focusing investment resources on key areas, in accordance with the specific characteristics of mountainous and border regions.

The province aims to complete the system of cultural and sports facilities in a synchronized and modern manner by 2030; ensure that 100% of local governments at both levels and the armed forces have cultural facilities that meet the needs for cultural creation and enjoyment; approximately 90% of grassroots cultural facilities operate regularly and effectively; 70% of highland communes have at least one effective community cultural space model; and 60% of villages and hamlets in ethnic minority areas maintain regular traditional cultural activities.

In addition, the goal is to raise the people's happiness index to 72% or higher; the percentage of people who read regularly to 80%; and the percentage of people who participate in regular physical exercise and sports to 43.5%.

According to the plan, the province will invest in building three traditional ethnic cultural villages associated with community tourism development; 100% of villages and residential areas will have effective cultural and artistic clubs and sports clubs.

The goal is to build dossiers for 1 representative intangible cultural heritage of humanity, 1 special national monument, 1 national monument, 6 national intangible cultural heritages, and 5 provincial-level ranked monuments. Simultaneously, the aim is to digitize 100% of special national monuments, 80% of national monuments, 100% of representative intangible cultural heritage of humanity, and 80% of national intangible cultural heritage within the province.
