Activities in response to the Law Day of the Socialist Republic of Vietnam in 2026 are organized to honor the Constitution and laws , commemorate the 80th anniversary of the National Assembly's adoption of the 1946 Constitution, and contribute to building a culture of law compliance among cadres, Party members, civil servants, and the people.

Hanoi 's theme for Vietnam Law Day 2026 is: Building a culture of respect for the rule of law throughout society, raising awareness of the supremacy of the Constitution and laws among all citizens and organizations; continuing to innovate and improve the quality of lawmaking and implementation; supporting, accompanying, and strengthening the capacity of citizens and businesses to access the law; and implementing the Capital City Law synchronously, uniformly, promptly, and effectively to build a "Cultural - Civilized - Modern - Happy" capital city, meeting the requirements of building a socialist rule of law state in Vietnam.

Specifically, the city focuses on disseminating messages about the shift in legislative thinking from management to development-oriented; evaluating the effectiveness of laws from "good in writing" to "good in practice"; removing institutional bottlenecks; promoting policy decentralization, transparency, reducing administrative procedures, and creating a favorable environment for investment and business activities.

The content focuses on thoroughly understanding, disseminating, and widely communicating the core content reflecting the spirit, viewpoints, and directives of the Party and State leaders on the socialist rule of law in Vietnam, and the work of building and organizing the implementation of laws. It strengthens communication of policies and laws, focusing on the people and businesses; promoting the spirit of upholding the Constitution and laws, linking the building of a culture of respect for the law with the formation of habits among citizens to proactively understand, correctly implement, and use the law to protect their legitimate rights and interests. At the same time, emphasis is placed on disseminating and communicating through mass media, digital platforms, social networks, and information and cultural institutions at the grassroots level.

Organize the dissemination and promotion of newly enacted laws and resolutions of the National Assembly , legal documents issued by central and city agencies, issues of public concern or requiring guidance of public opinion; especially new regulations that directly impact the legitimate rights and interests of citizens and businesses; regulations related to decentralization and delegation of power, specific policies under the Capital City Law and implementing documents of the Capital City Law.

In addition, emphasis should be placed on disseminating legal regulations directly related to citizens and businesses, social issues of concern, and matters requiring public opinion guidance; laws on land and urban planning; science, technology, innovation, and digital transformation ; prevention and combating corruption and negative practices; crime prevention; road traffic safety; social order and safety; fire prevention and control; environmental protection; food safety and hygiene; laws on preventing and combating domestic violence and school violence; laws on cyberspace; child protection; grassroots democracy; administrative discipline; administrative reform and digital transformation; codes of conduct in public places; codes of conduct for officials, civil servants, and employees in city agencies; codes of conduct when participating in social media; codes of conduct within the family; building and implementing a legal culture…

The commemoration of Vietnam Law Day is linked to the implementation of the online competition on the National Law Portal to learn about the Constitution and laws in Hanoi, and the deployment of the "Mock Trial" model for junior and senior high school students.
