According to the Decision, the following two administrative procedures in the field of medical examination and treatment, under the authority of the Chairman of the Hanoi People's Committee as stipulated in the Law on the Capital City, are hereby announced:
Recognizing licenses issued by competent foreign agencies or organizations for the purpose of granting licenses to practice medicine in Vietnam. Processing time: Within 20 working days from the date of receiving the application, the Department of Health must submit a written response to the Chairman of the People's Committee of the City regarding the recognition or non-recognition of the license; In cases requiring verification of the practitioner's overseas training, the recognition period is 20 working days from the date of the verification results.
Allows medical examination and treatment facilities under the professional management of the City to apply special-type techniques. Processing time: Within 40 days from the date of receipt of the application, the Department of Health will conduct an assessment at the applicant facility and prepare an assessment report. The assessment report must clearly state any required modifications or additions (if any). If no modifications or additions are required, or the medical facility has completed the modifications or additions: If the medical examination and treatment facility has already collaborated professionally with another medical examination and treatment facility that has implemented the proposed special-type techniques, a pilot program is not required: within 15 working days from the date of receipt of the application, the Department of Health will submit a document to the Chairman of the Hanoi People's Committee authorizing the implementation of the special-type techniques. In cases where a medical examination and treatment facility does not have a cooperation agreement with experts or a technical support agreement with another medical examination and treatment facility that has implemented the proposed special-type technical procedures, the Department of Health will organize a meeting of the Professional Team and report to the Chairman of the Hanoi People's Committee to decide whether or not to conduct a pilot program: If a pilot program is not required: within 15 working days from the date indicated on the application receipt form, the Department of Health will submit a document to the Chairman of the Hanoi People's Committee authorizing the implementation of the special-type technical procedures. If a pilot program is required: after the medical examination and treatment facility has completed the pilot implementation of the special-type technical procedures, it must submit a written report on the results of the pilot implementation, including a proposal for the official implementation of the special-type technical procedures and the procedures for performing those procedures, to the Department of Health. Within 10 working days from the date of receiving complete documents, the Department of Health shall organize the assessment of the pilot implementation results and technical procedures proposed by the medical examination and treatment facility; Within 5 working days from the date of the assessment report on the pilot implementation results and technical procedures, the Department of Health shall submit to the Chairman of the People's Committee of the city a decision allowing the medical examination and treatment facility to officially implement the special type of technique. In case of disagreement, a written response stating the reasons must be provided.
The Department of Health is responsible for leading and coordinating with relevant departments, agencies, and units to develop internal procedures and electronic procedures for handling administrative procedures, and submitting them to the Director of the Public Administrative Service Center for approval as prescribed.
This decision takes effect from the date of signing and replaces Decision No. 1077/QD-TTPVHCC dated August 7, 2026, of the Director of the City's Public Administrative Service Center.
