
The conference was held in a hybrid format, combining in-person and online participation, connecting the Ministry of Public Security with seven provinces where the Public Security agencies are the investors in projects: Lai Chau, Tuyen Quang, Lao Cai, Son La, Dien Bien, Lang Son, and Quang Ngai.

In accordance with the Politburo 's Conclusion Notice No. 81-TB/TW on the unified policy for investing in the construction of boarding schools for primary and secondary levels in 248 border communes, of which 100 schools will commence construction in 2025 and be completed before August 30, 2026; and 148 schools will commence construction in 2026 and be completed before August 30, 2027, the Ministry of Public Security is assigned to lead and monitor 53 school construction projects in border communes across 7 provinces: Lai Chau, Tuyen Quang, Lao Cai, Son La, Dien Bien, Lang Son, and Quang Ngai. Of these, the Ministry of Public Security has assigned the Provincial Public Security Departments to directly manage the investment in 25 projects and to supervise and monitor the implementation of 28 projects by the Provincial People's Committees.

Of the 21 projects scheduled to commence in 2025, 11 projects (Tuyen Quang 2, Lai Chau 2, Lao Cai 2, Lang Son 2, Son La 2, Quang Ngai 1) have been completed 100% and are welcoming students to live in dormitories for trial operation of living conditions, daily life, studies, and the operation of newly installed equipment; 6 projects (Lai Chau 2, Lao Cai 2, Tuyen Quang 1, Son La 1) have an average completion rate of over 90% and are expected to be 100% completed in September 2026; 3 projects in Tuyen Quang have a completion rate of 70% and are expected to be completed in October and November 2026; and 1 project has a completion rate of 63% and is expected to be 100% completed before December 31, 2026.
For schools whose construction begins in 2025, the basic completion of the inauguration ceremony and the commissioning of some facilities for learning purposes should be achieved before September 5, 2026. For schools whose construction begins in 2026, the provincial police departments are urgently completing investment procedures as well as preparatory work for construction, such as land clearance and site leveling.

Speaking at the conference, Comrade Tong Thanh Hai, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, emphasized: In implementing Conclusion No. 81 of the Politburo , Lai Chau province has focused on leading and directing the implementation of tasks with urgency and decisiveness, constructing 11 multi-level boarding schools in all 11 border communes. Of these, the Provincial People's Committee assigned the Provincial Police Department as the investor for 10 out of 11 schools; and the Provincial Investment and Construction Project Management Board as the investor for 1 school. The Provincial Police Department and the Provincial Investment and Construction Project Management Board, in their roles as investors for the assigned projects, have mobilized human resources and equipment, and organized intensive campaigns to accelerate progress. With strong political determination, close attention and guidance from the Provincial Party Committee and the Provincial People's Committee, the efforts of the entire Lai Chau Public Security force, the active support of functional departments and agencies, the Party committees and authorities of the communes, and the construction contractors, to date, 4 out of 5 projects in phase 1 have been completed and handed over for use, and 1 project is still underway. Currently, the progress of 2 out of 6 schools in phase 2, Khong Lao and Sin Suoi Ho schools, is basically on schedule, with outstanding progress, expected to be completed before April 30, 2027. The remaining 4 schools (Thu Lum, Mu Ca, Pa U, Si Lo Lau) are focusing on land leveling (reaching 50-80% of the land leveling volume)...
In the coming period, Lai Chau province will continue to direct the investor to strengthen supervision and monitoring of the construction contractor, requiring the contractor to closely adhere to the approved critical path schedule and ensure the provision of additional construction equipment, skilled labor, and sufficient materials to the construction site on time and in full, without interruption. At the same time, it will increase the number of experienced personnel and establish reinforcement teams, clearly defining responsibilities for monitoring and supervising each project...
During the conference, representatives from various localities focused on solutions to accelerate the implementation of multi-level boarding school projects in border communes in the coming period…

Concluding the conference, Lieutenant General Nguyen Van Long, Member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of Public Security, requested that provincial police departments conduct comprehensive inspections and assessments of teaching, student transportation, accommodation, living conditions, student management, traffic, and security and order for schools that have been completed and put into use; promptly identify and address any shortcomings or emerging issues. Localities with projects behind schedule must directly report to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee for focused direction, inspection, and resolution of difficulties and obstacles to ensure completion according to committed milestones. At the same time, they must specifically define the progress of each project, week by week, month by month, and stage by stage; clearly assign responsibilities, regularly inspect and supervise, promptly report and address bottlenecks, and prevent further delays in the projects. For schools that have been allocated sufficient funds, they should urgently organize implementation and accelerate progress. Simultaneously, it ensures that students have adequate facilities, accommodation, living conditions, learning environment, and safety, and that the assigned schedule and plan are implemented correctly... This contributes to ensuring learning and living conditions for students in border communes, creating a foundation for improving the quality of education and contributing to strengthening security and defense in border areas.
