On October 6th, the South Korean Ministry of Health and Welfare submitted to the government a "Roadmap for AI Transformation in Welfare and Care," aimed at addressing the aging population and the potential shortage of caregiving personnel in the coming years.

According to the roadmap, AI will be applied to continuously monitor the health, emotions, and safety of those being cared for, thereby supporting the early detection of abnormal signs and connecting them with caregivers when needed. Smart devices and care robots will also be integrated into support systems at home and in care facilities.

Initially, the South Korean government will expand the application of AI in public-sector home care services, and then gradually implement it in public care facilities and nursing homes. The goal is to integrate technology with human caregiving, rather than completely replacing the role of staff.

The South Korean Ministry of Health and Welfare also aims to integrate AI-generated information into welfare counseling services starting in 2027. By 2029, citizens are expected to be able to use the AI ​​system to receive guidance and support in registering for welfare services.

This roadmap is part of a plan to promote AI transformation in the welfare sector, aiming to build a care system capable of providing continuous service while improving the early detection of health and safety issues for the elderly.

According to the Korea Development Institute (KDI), by 2043, South Korea could face a shortage of approximately 990,000 elderly care workers compared to demand. The Ministry of Health and Welfare believes that the application of AI could help alleviate the pressure on the workforce amidst rapidly increasing care needs due to an aging population.
