The festival is jointly organized by the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs , and the Hanoi People's Committee; in which, the Hanoi Department of Culture, Sports and Tourism is the implementing agency of the City, coordinating with units under the Ministry and relevant departments, agencies, and units to carry out the activities.
Accordingly, the Ministry of Culture, Sports and Tourism will be in charge of implementing the contents including the Opening Ceremony, the Closing Ceremony, the International Art Program, the "Concert of Five Continents" music festival, the film screening program, and the "Spreading Creativity from Heritage with the International Games Festival" Experience Zone.
The Hanoi People's Committee presides over the activities implemented by the City, including the " World Cultural Village" – the central activity of the Festival; the "Colors of Five Continents" Street Festival and the "Five Continents Cuisine" Festival. The City also coordinates the organization of the Opening Ceremony, the Closing Ceremony, and the "Five Continents Concert" music festival, as well as organizing tours and experiential activities at the Vietnam Ethnic Groups Cultural and Tourism Village.
The Hanoi Department of Culture, Sports and Tourism is the implementing agency of the City, coordinating with relevant agencies and units to deploy and organize activities as assigned, ensuring synchronized coordination in the implementation of the Plan.
