On the morning of October 3rd, the National Assembly 's Committee on Culture and Social Affairs held its fourth plenary session to discuss draft laws amending and supplementing certain articles of the Labor Code, the Archives Law, the Gender Equality Law, the Red Cross Activities Law, and the Employment Law.

Regarding the Labor Code, in his presentation at the session, Deputy Minister of Home Affairs Cao Huy stated that the draft law is being amended to transfer the authority to regulate the functions, tasks, and organizational structure of the National Wage Council from the Government to the Prime Minister.

At the same time, the task of announcing the annual holiday schedule is transferred to the Minister of Home Affairs (to be done before September 30th of the previous year).

Regarding the new content on cultural development, this amendment stipulates that November 24th each year is "Vietnam Culture Day" and a public holiday on which employees are entitled to full pay (institutionalizing Resolution No. 80-NQ/TW).

Reviewing the draft law, Deputy Chair of the Committee on Culture and Social Affairs Tran Thi Thanh Lam stated that the Committee agrees with the timely institutionalization of the Party's policy by supplementing the regulations on "Vietnamese Culture Day" (November 24th), allowing workers to take a day off with full pay, affirming the significance and importance of preserving, honoring, and promoting national cultural values;

This policy also aims to create conditions for all citizens and workers to participate in and enjoy cultural and artistic activities; including this content in the Labor Code is appropriate because it is the law that directly regulates the holiday and Tet leave regime for workers.

In addition, according to Ms. Lam, there have been suggestions to consider adding July 27th - the annual War Invalids and Martyrs Day - as a public holiday, during which workers would be entitled to a day off with full pay.

The reason is that a report on the proposed plan for commemorating and honoring our ancestors, national heroes, people from all walks of life, wounded soldiers, martyrs, and those who have made contributions throughout the glorious history of nation-building and national defense has now been submitted to the competent authorities.

The addition of this holiday also aims to facilitate the organization and participation in activities to honor those who have contributed to the revolution, upholding the tradition of "remembering the source when drinking water" and "repaying gratitude."

Following the explanation, Deputy Minister of Home Affairs Cao Huy stated that the proposal to add July 27th as a public holiday is a new development. The relevant agency has already submitted a proposal, but there is still no official information.

"Once we have official information, we will report it to the Government to propose additional measures," Mr. Huy said.
