The conference was held in person at the Command Headquarters and online, connecting to 30 border localities across the country.

At the Đồng Nai city venue, Comrade Nguyễn Minh Hợi, Member of the Standing Committee of the City Party Committee and Head of the City Party Committee's Internal Affairs Department; and Colonel Nguyễn Anh Đức, Deputy Commander of the City Military Command and concurrently Commander of the City Border Guard Command, chaired the conference. Also attending were leaders of the City Police, various agencies and units, and leaders of border communes in Đồng Nai city.

Plan 5667/KH-BĐBP dated September 25, 2026, of the Border Guard Command focuses on coordinating the construction of drug-free communes, wards, and special zones in border areas, striving to achieve 50% drug-free communes, wards, and special zones in border provinces and cities by 2030... Simultaneously, many solutions will be implemented to achieve the set goals.

Speaking at the conference, Standing Committee member and Head of the Internal Affairs Department of the City Party Committee, Nguyen Minh Hoi, stated: Dong Nai City has a particularly important strategic location. The city has a border line of 258.939 km, of which only 27.776 km is land border, the rest being river and stream borders. Along the border line, there are a total of 381 national border markers, including 28 main markers and the rest are auxiliary markers; there is 1 international border gate, 2 main border gates, 1 auxiliary border gate, and 1 border crossing. The city's border area includes 8 communes, bordering 7 communes in other border areas, belonging to 4 districts of 3 provinces: Mundulkiri, Kratie, and Tbuong Khmum, Kingdom of Cambodia.

To effectively implement the National Target Program on drug prevention and control and combating human trafficking, the Dong Nai City Party Committee and People's Committee have issued numerous leadership and guidance documents. With the decisive involvement of the entire political system, by September 2026, Dong Nai City had 35 out of 95 communes recognized as drug-free; including 6 out of 8 border communes. The situation regarding drug-related crimes, social evils, and human trafficking in the area has been controlled and reduced.

“Specifically, the Border Guard Force of Dong Nai City, from the beginning of 2026 to the present, has successfully fought two major cases and one operational plan, arresting three cases involving four individuals for the illegal possession and transportation of narcotics; in particular, on August 19, 2026, the Border Guard Force successfully fought Special Case DNa826, arresting two individuals and seizing over 19.1 kg of various types of narcotics... This is a solid foundation towards the goal of having 50% of commune-level units in Dong Nai province free of narcotics by 2030, according to the plans of the People's Committee of Dong Nai City,” emphasized Comrade Nguyen Minh Hoi.

Concluding the conference, Lieutenant General Vu Trung Kien highly appreciated the involvement of all levels and sectors, especially the Border Guard Command of provinces and cities. The Commander of the Border Guard Command emphasized: The situation of human trafficking and drug crimes in recent years has become increasingly complex. The scale, nature, and forms of activity are becoming more sophisticated and audacious, causing many difficulties for functional forces in the fight against, prevention, and suppression... therefore, it requires the joint efforts and mobilization of the combined strength of all levels and sectors to participate.

Lieutenant General Vu Trung Kien stated: To implement tasks in the coming period, especially the Border Guard Command's plan to build 553 drug-free border communes, Border Guard units should advise local Party committees and authorities to seriously and concretely disseminate the Border Guard Command's plan to the entire population; and mobilize combined strength to carry out this task.

Lieutenant General Vu Trung Kien requested that media agencies continue to participate and cooperate with the Border Guard in the fight against drug crimes and human trafficking; widely disseminate information about the methods, tactics, and intentions of these types of criminals, as well as the risks and harms they cause to society. This will help the public recognize and avoid falling into their traps, and encourage their active participation in the crime reporting system, working together with the Border Guard and other functional forces to effectively combat drug crimes and human trafficking.

Lieutenant General Vu Trung Kien affirmed: The fight against all types of crime in general, and drug crimes and human trafficking in particular, is a relentless battle, carried out continuously according to the motto "Never-ending - There is a destination but no end point"; determined to complete ahead of schedule, completely eradicating drug crimes and human trafficking in 553 border communes by 2029 to celebrate the 70th anniversary of the Border Guard Force's traditional day.

On this occasion, the Commander of the Border Guard Command presented awards to collectives and individuals who achieved outstanding results in Project A3-626p.
