Administrative procedure reform contributes to double-digit growth.

The city aims to ensure that no unnecessary administrative procedures, business conditions, or conditional investment sectors are created; while simultaneously improving the efficiency of directing, managing, monitoring, and evaluating administrative procedure reforms based on real-time data, linked to the responsibility of agencies, units, heads, and officials.

Furthermore, the focus will be on promoting digitalization and controlling administrative procedures entirely in a digital environment; ensuring the principle of "citizens and businesses only need to provide information once," and enhancing data reuse and real-time data-driven governance. The national public service portal will be effectively utilized, aiming to become a "one-stop shop" for providing public services to citizens and businesses.

To achieve the above objectives, departments, agencies, and People's Committees of communes, wards, and special zones will focus on the following groups of tasks and solutions: reforming, reducing, simplifying, and controlling administrative procedures; promoting digital transformation , data interconnection, and improving the efficiency of administrative procedure resolution; decentralization and delegation of authority coupled with improved implementation capacity; innovating methods of serving citizens and businesses; strengthening and improving the effectiveness of inspection and supervision; and promoting communication and mobilizing the participation of citizens and businesses.

Heads of departments, agencies, and chairpersons of commune and ward People's Committees are responsible for identifying administrative procedure reform as a key task, directly leading and being accountable for the progress, quality, and results of its implementation.
