Providing information to voters regarding the expected content and program of the 2nd Session of the 16th National Assembly, National Assembly Deputy Nguyen Thi Thu Ha, City Party Committee member and Deputy Head of the Quang Ninh City National Assembly Delegation, stated that the session is scheduled to open on October 17, 2026 and close on November 20, 2026, with meetings held at the National Assembly building, divided into two phases. This is the year-end regular session, with a very large volume of content, especially legislative work.

The second session is expected to consider 45 legislative items, including 43 draft laws and normative resolutions for consideration and approval, and 2 draft laws for comments; it will also consider and decide on 10 groups of issues related to socio-economics, the state budget, supervision, and other important matters within its jurisdiction.

The common thread among these projects is the continued institutionalization of the Party's policies; the improvement of legislation in line with the two-tiered local government model; the promotion of decentralization and delegation of power; the reduction of administrative procedures and business conditions; and the removal of institutional bottlenecks.

The conference devoted most of its time to allowing voters to directly express their wishes and suggestions to the Provincial National Assembly Delegation. Accordingly, voters raised 12 specific groups of suggestions.

One notable proposal is the request for early recognition of Van Don as a Special Economic Zone. Voter Vu Manh Hoa, Head of the Front Committee of Ha Long 4 neighborhood, Van Don Special Economic Zone, requested that the competent authorities and the Government consider and soon recognize Van Don as a Special Economic Zone, thereby creating conditions for applying appropriate mechanisms, policies and mobilizing resources.

In addition, voters in Hon Gai ward requested the removal of difficulties in accessing social housing, especially regarding income verification, housing status, and preferential loan sources; voters in Bach Dang 4 neighborhood requested price control of essential goods, handling of speculation and unreasonable price increases, and policies to create jobs, increase income, and ensure social security.

The voters' suggestions were also directly addressed by Mr. Le Van Anh, Vice Chairman of the Provincial People's Committee, at the conference. Regarding suggestions beyond his authority, Mr. Anh stated that they would be recorded by the Provincial National Assembly Delegation and forwarded to the relevant agencies and ministries for resolution.

Speaking at the conference, Minister Ngo Van Tuan congratulated Quang Ninh province on achieving very important results in socio-economic development. According to data released by the General Statistics Office on October 3rd, Quang Ninh's GRDP growth rate for the first nine months of 2026 reached 12.54%, ranking first among 34 provinces and cities nationwide. This is a high growth rate, making a positive contribution to the overall economic growth.

Elaborating on the points discussed by the Provincial National Assembly Delegation and the voters' recommendations, Minister of Finance Ngo Van Tuan stated that, despite the continued difficulties and challenges facing the global economy, Vietnam's economy achieved positive results in the first nine months of 2026. GDP growth for the nine months is estimated at 9.01% compared to the same period last year; specifically, the third quarter saw a 9.95% increase, higher than the first and second quarters. The industrial and construction sector grew by 11.21%, and the service sector by 8.69%.

Regarding growth targets, Minister Ngo Van Tuan stated that GDP growth in the first nine months was 9.01%, approximately one percentage point lower than the target required for double-digit growth for the entire year. Therefore, growth in the fourth quarter must reach around 12.5%. This is an extremely challenging task, requiring tremendous effort from ministries, sectors, localities, and the business community. To achieve this goal, it is necessary to continue focusing on removing bottlenecks, promoting investment, production, business, exports, and consumption.

Regarding public investment, disbursement in the first nine months reached approximately 643 trillion VND, equivalent to 62.9% of the plan, significantly higher than the same period last year. However, the disbursement progress still falls short of expectations. Therefore, to accelerate disbursement, it is necessary to improve the quality of project preparation from the outset and minimize the need for adjustments during implementation. Simultaneously, the disbursement of public investment capital must be linked to the ability to attract and mobilize social resources, especially private capital.

Regarding tax policy, the Ministry of Finance is continuing to refine regulations with a view to simplifying them, reducing compliance costs, and creating favorable conditions for citizens and businesses.

These efforts aim to ultimately create a more favorable business environment, reduce time and costs for businesses, make it easier for businesses to enter the market, operate more efficiently, and ensure that the procedures for ceasing operations are faster and more transparent.

The ultimate goal is to maintain the major balances of the economy, create a favorable environment for production and business, ensure people's livelihoods, and strive to achieve the highest possible results in socio-economic development targets for 2026.
