Under the new regulations, international students wishing to change courses must apply for a completely new visa. This regulation applies in conjunction with the previously announced ban on transferring from a higher level of study to a lower level.

Those holding a 500 student visa who do not meet the requirements for progression to a higher level of study will not be eligible to apply for a new visa while in Australia. Applications must be submitted from overseas.

Australian Home Affairs Minister Tony Burke said the changes were aimed at building a trustworthy immigration system and preventing immigration agents and lawyers from exploiting the policy for personal gain.

The adjustment to student visas is part of a plan to reduce Australia's annual net migration from nearly 300,000 currently to 225,000 by 2028.
