On the morning of October 2nd, the People's Committee of An Giang province launched a 45-day campaign to review, clean up, and build data, develop digital citizens, and remove bottlenecks to facilitate digital transformation , to be implemented from October 1st to November 15th, 2026.
Chairman of the People's Committee of An Giang province, Ho Van Mung, requested that agencies, units, and localities focus on completing the tasks according to Plan 300/KH-UBND; building the national land database; cleaning up criminal record data, supplementing vaccination data, standardizing specialized medical databases; reviewing students to issue identity cards and activate electronic identification accounts.
Local authorities should simultaneously integrate eligible documents, information, and utilities onto VNeID, ensuring that data is "accurate, complete, clean, active, consistent, and shared"; and remove bottlenecks related to infrastructure, transmission lines, and equipment. The exploitation of existing data must be promoted to simplify administrative procedures, eliminating the need for citizens and businesses to re-provide information already available to government agencies.

Regarding the development of digital citizenship, the Chairman of the Provincial People's Committee requested a shift from "having an account" to "using an account," guiding people to integrate and use VNeID's utilities such as civil registration documents, social security, mobile phone subscriptions, electronic health records, public digital signatures, and other utilities according to the roadmap. The province aims for 80% of citizens to have level 2 electronic identification accounts integrating eligible documents, information, and utilities on VNeID.
Furthermore, the focus shifts from progress reporting to results-based management; tasks must be quantified using specific indicators and products, with data available for verification and evaluation. The head of each agency, unit, or locality is responsible for the results of assigned tasks, adhering to the "six clear principles": clear person, clear task, clear time, clear responsibility, clear product, and clear authority.
