Attending the Congress were: Comrade Nguyen Tan Dung, former member of the Politburo and former Prime Minister; Comrade Pham Minh Chinh, former member of the Politburo and former Prime Minister; General Le Hong Anh, former member of the Politburo, former Standing Secretary of the Party Central Committee, former Secretary of the Party Committee of the Central Public Security Ministry, and former Minister of Public Security; Comrade Bui Thi Minh Hoai, member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front (VFF) of central organizations, and Chairwoman of the Central Committee of the Vietnam Fatherland Front; Comrade Nguyen Duy Ngoc , member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Organization Department.

Comrades: Phan Đình Trạc, former member of the Politburo , former Head of the Central Internal Affairs Committee; Nguyễn Văn Nên, former member of the Politburo, former Secretary of the Ho Chi Minh City Party Committee; Nguyễn Thị Doan, former member of the Central Committee of the Party, former Vice President, President of the Vietnam Association for the Promotion of Learning.
Representing the Ministry of Public Security were General Luong Tam Quang , Member of the Political Bureau, Secretary of the Central Party Committee of Public Security, and Minister of Public Security; and the following members of the Central Committee of the Party and Deputy Ministers of Public Security: Lieutenant General Le Quoc Hung, Lieutenant General Le Van Tuyen, Lieutenant General Nguyen Van Long, and Lieutenant General Pham The Tung.

Looking back at the three-year period of operation during its first term (2023-2026) since its establishment on August 16, 2023, under the direct guidance of the Central Party Committee of the Public Security Ministry, the Minister of Public Security , the Ministry of Interior, and with the support of Party committees, government agencies, the Fatherland Front, and the people, the Vietnam Association of Former Public Security Officers has overcome many difficulties and challenges to grow stronger.
Despite being a voluntary organization operating independently in terms of funding, and being profoundly affected by the streamlining of the administrative apparatus and the reorganization of administrative units at all levels, the Association's organizational system was quickly consolidated and stabilized according to the new three-tiered administrative model, with over 150,000 members.

The Association has clearly affirmed its role as a mass organization entrusted by the Party and the State, an active member of the Vietnam Fatherland Front, and has made significant contributions to the nationwide movement to protect national security and build a truly clean, strong, professional, elite, and modern People's Public Security force.
With the overarching motto: "Promoting the glorious traditions of the People's Police Force, fostering unity, camaraderie, innovation, responsibility, overcoming difficulties, building a strong Association of Former People's Police Officers of Vietnam, and successfully fulfilling the tasks assigned by the Party and the State," the Congress clearly defined the strategic goals for the 2026-2031 term.
Accordingly, the entire Association focuses on building a strong and comprehensive organization in accordance with its Charter, forever upholding the fine qualities of the Vietnam People's Police, and actively contributing to the successful fulfillment of the task of building and protecting the socialist Vietnamese Fatherland.
The Congress assessed the results achieved in implementing the Resolution of the First Congress, 2023-2026; drew out the strengths, pointed out the shortcomings and limitations; the causes and profound lessons learned so that in the 2026-2031 term, the building and activities of the Association will have more significant changes.
Focus on discussing and contributing ideas to the Report summarizing the Association's work during the 2023-2026 period and the action program for the second term (2026-2031).

The Association of Former Public Security Officers places particular emphasis on implementing the resolutions of the 14th National Party Congress and the 8th Party Congress of the Central Public Security Party Committee, which assigned tasks to the Association in educating the younger generation about revolutionary traditions; continuing to promote the revolutionary nature of the police force and mass mobilization work… with vision and high determination to build the Association of Former Public Security Officers of Vietnam into an exemplary and strong organization, excellently fulfilling the contents of the Association's Charter and the tasks assigned by the Party, the State, the Ministry of Public Security, and the Vietnam Fatherland Front.
The Second National Congress of the Vietnam Association of Former Public Security Officers, for the term 2026-2031, voted to approve the personnel plan for the Executive Committee, the Standing Committee, and the Inspection Committee of the Vietnam Association of Former Public Security Officers, with 61 members of the Executive Committee; 19 members of the Standing Committee; 4 leaders of the Association; and 5 members of the Inspection Committee.

Based on that, the Congress proceeded to elect the Executive Committee, with 100% of the delegates present electing 61 comrades to the Executive Committee of the Vietnam People's Police Association for the term 2026-2031.
At its first meeting, the Executive Committee elected 19 members to the Standing Committee, elected the Chairman and 2 full-time Vice-Chairmen; elected a Supervisory Board consisting of 5 members and elected the Head of the Supervisory Board.
Lieutenant General Le Quy Vuong, Chairman of the Vietnam Association of Former Public Security Officers, was re-elected as Chairman of the Vietnam Association of Former Public Security Officers for the term 2026-2031.
The General Assembly also unanimously agreed to retain the Association's Charter.
