Attending the conference at the Da Nang city venue were Central Committee member, Secretary of the City Party Committee, and Head of the National Assembly Delegation of Da Nang city, Le Ngoc Quang; Deputy Secretary of the City Party Committee and Chairman of the City People's Council, Nguyen Duc Dung; Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, Nguyen Manh Hung, along with the Vice Chairmen of the City People's Committee and leaders of relevant departments and agencies.

Many notable achievements

According to the Ministry of Finance 's report, GDP in the third quarter is estimated to increase by 9.95%, bringing the growth for the first nine months to 9.01%. Industry and construction increased by 11.21%; services increased by 8.69%; and agriculture, forestry, and fisheries increased by 4.02%. Twelve out of 34 localities nationwide achieved double-digit growth.

International visitors reached 17.7 million, an increase of 14.5%; total social investment reached 3.11 trillion VND, an increase of 15.1%. Foreign direct investment reached 21.07 billion USD, an increase of 12.1%. Total import and export turnover reached 888 billion USD, an increase of 30.4%.

State budget revenue is estimated at 2.19 trillion VND, equivalent to 86.5% of the projected figure. Public investment disbursement reached 643,000 billion VND, equivalent to 62.9% of the plan. However, achieving double-digit growth remains a major challenge; many projects are still facing obstacles related to land clearance, material supply, and labor costs.

Concluding the conference, Prime Minister Le Minh Hung emphasized that the remaining months of the year are crucial for achieving the socio-economic goals for 2026 and creating momentum for a breakthrough in 2027. To achieve double-digit growth, GDP in the fourth quarter must increase by over 12.5%, requiring the utmost determination and effort from ministries, sectors, and localities.

The Prime Minister requested that Party secretaries and standing committees of provinces and cities directly instruct the People's Committees to decisively and effectively implement programs and action plans, with a spirit of acceleration, decisive action, and creating clear changes.

Exploiting potential more effectively

Regarding the overall tasks, the Prime Minister requested a focus on perfecting institutions and laws, issuing detailed regulations fully and on time; striving to disburse 100% of the public investment plan, and completing key projects according to the 2026 schedule. Local authorities must provide more specific and closer guidance in resolving obstacles and backlogs in projects, and mobilizing resources directly to serve growth.

Local authorities, in coordination with the Ministry of Finance, will propose tasks and solutions for building special economic zones in accordance with the Law on Urban Development.

At the same time, localities and National Assembly delegations carefully study draft laws and proactively propose recommendations based on practical difficulties and obstacles, contributing to improving the quality of draft laws submitted to the National Assembly.

In addition, it is necessary to strongly develop the domestic market, stimulate consumer demand, effectively exploit the year-end consumer and tourism season while stabilizing prices; boost exports, reduce the trade deficit, promote new growth drivers, private investment and attract foreign investment.

Chairpersons of the People's Committees of provinces and cities are directed to manage prices in their localities, ensuring the supply of essential goods such as electricity, gasoline, food, construction materials, and medicine; and to strengthen inspections and strictly handle acts of speculation, hoarding, and smuggling.

Ministries, sectors, and localities should promote science and technology, innovation, digital transformation, and effectively disburse allocated funds; resolutely complete the 100-day intensive campaign to address bottlenecks in digital transformation and develop strategic technology products linked to the strengths of each locality.

Alongside this, emphasis will be placed on developing culture and society, improving people's living standards; developing social housing and rental housing; implementing the "500-Day Campaign to Intensify the Search, Collection, and Identification of the Remains of Martyrs" and other tasks related to education, healthcare, and social welfare. National defense, security, social order and safety, and cybersecurity will be strengthened.

For the People's Committees of provinces and cities, the Prime Minister requested them to closely monitor the situation, urgently review and update the growth scenarios after 9 months; specifically assess each industry, sector, and indicator, identify the shortfall compared to the scenario, and propose appropriate solutions for the fourth quarter.

Local authorities should fully identify the driving forces and untapped potential, especially in sectors, fields, and projects capable of generating added value. They should focus on resolving bottlenecks related to investment, land, site clearance, and project implementation procedures; and promptly report to the Government and government leaders on issues within their jurisdiction.

Localities that are growth poles with large economic scales must strive harder, exploit their potential more effectively, and immediately implement solutions to boost production, investment, consumption, and exports; disburse public investment capital and attract private investment, and leverage their leading and ripple effects.

Localities experiencing lower-than-targeted growth must carefully assess remaining room for improvement and immediately implement strong, decisive, specific, and effective solutions. The Prime Minister noted that some localities have not yet shown progress in growth, budget revenue, public investment disbursement, investment attraction, handling of stalled projects, education, and healthcare; emphasizing that year-end results will be the basis for evaluating, assigning, and rotating officials.

Ensuring resources and improving people's living standards.

For ministries and agencies, the Prime Minister requested that they urgently submit to the Government a decree to reduce taxes for businesses and business households with annual revenue not exceeding 10 billion VND; simplify tax management processes and public investment procedures; and review plans for transferring capital between ministries, agencies, and localities to ensure efficient use of resources.

The study focuses on allocating capital to the Social Policy Bank for social housing loans; striving to reduce lending interest rates for small and medium-sized enterprises, and those in the manufacturing, business, and export sectors; and addressing difficulties related to capital, credit, land, markets, and compliance costs for businesses.

Relevant agencies support businesses in diversifying export markets and leveraging free trade agreements; ensuring the supply of electricity, fuel, and coordinating construction materials for key projects. They also accelerate transportation projects, social housing, and rental housing; improve the quality of agricultural products, promote the issuance of planting area codes and packaging facilities to meet traceability requirements, and address the IUU yellow card issue.

Regarding education, the Prime Minister requested coordination with local authorities to complete the construction of multi-level boarding schools in border communes; ensuring the operation and maintenance of completed schools. He also called for a review of planning, budget allocation, and land use to ensure sufficient teachers, schools, and classrooms; and research into adjusting the curriculum and teaching content to reduce academic and examination pressure.

Regarding healthcare, focus on building medical centers in land border communes, linked with the military-civilian medical cooperation model, and improving the quality of grassroots healthcare. Continue implementing the roadmap to strive for all citizens to receive free periodic health check-ups or screenings and have electronic health records by the end of 2026.

The Ministry of Culture, Sports and Tourism, in coordination with local authorities, will intensify promotional activities targeting specific markets, stimulate domestic tourism, and effectively capitalize on the year-end tourism season; and implement the National Unity Week in a practical and effective manner.

The Prime Minister requested that localities coordinate to finalize regulations on the organizational structure at the provincial and commune levels; and propose appropriate staffing levels based on job positions and work requirements. Relevant agencies should continue to improve the national and specialized databases, and remove financial bottlenecks for science and technology, innovation, and digital transformation.

In addition, the Prime Minister requested that ministries and agencies seriously consider and address the recommendations and inform localities of the results; proactively communicate policies, coordinate with the press to accurately and fully convey the objectives and content of policies so that people, businesses and society understand and agree in their implementation.
