Accordingly, a pilot program will be implemented to grant visa exemption to citizens of the People's Republic of China holding valid ordinary passports of the People's Republic of China (excluding those holding passports from the Hong Kong and Macau Special Administrative Regions) (referred to as " Chinese citizens holding ordinary passports") as stipulated in the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam, for the purpose of group tourism (2 or more people) to Vietnam under package tours organized by Vietnamese international travel agencies during the Vietnam-China Tourism Cooperation Year 2026-2027 and:

- The tourist destination and scope is Khanh Hoa province;

- Entry and exit border gate: Cam Ranh International Airport. Entry and exit are through the same border gate;

- Direct flights from mainland China to Cam Ranh International Airport.

Resolution No. 325/NQ-CP clearly states: The policy of visa exemption for Chinese citizens holding ordinary passports entering Vietnam will be implemented from the date this Resolution is signed and promulgated (October 12, 2026) until December 31, 2027.

The Government has assigned the Ministry of Culture, Sports and Tourism to take the lead in developing guidelines on the procedures and methods for implementing the visa exemption program for Chinese citizens holding ordinary passports traveling to Vietnam in group tours lasting no more than 30 days, organized by Vietnamese international travel agencies during the Vietnam-China Tourism Cooperation Year 2026-2027. This includes selecting and managing Vietnamese international travel agencies (criteria, principles for selecting and managing travel agencies), coordinating with localities to effectively implement and manage tourists; and taking the lead in coordinating with the Ministry of Foreign Affairs to promote public awareness campaigns to ensure the policy achieves maximum effectiveness.

The Ministry of Public Security will take the lead in guiding entry, exit, and residence procedures to implement visa exemption for Chinese citizens holding ordinary passports traveling to Vietnam as part of a group tour program organized by Vietnamese international travel companies during the Vietnam-China Tourism Cooperation Year 2026-2027.
