Speaking at the ceremony, Chairman of the City People's Committee Nguyen Manh Hung said that after a long period of difficulties and obstacles, the relaunch of Golden Hills brings new expectations for investors, people, and the development of the Northwest area of the city. Land resources and investment capital that were previously stalled now have the opportunity to be brought back to serve development.
The Chairman of the People's Committee of Da Nang City emphasized that the city considers resolving obstacles for stalled and long-standing projects as a key task to promote growth, combat waste, and address the concerns of citizens and businesses. Da Nang has included 356 projects and land parcels in the list of those subject to special mechanisms, clearly defining responsibilities, determining timelines, and focusing on resolving each specific issue.
The Chairman of the City People's Committee affirmed the responsibility to effectively utilize the mechanisms granted, ensuring transparency, compliance with legal regulations, and a balance of interests between the State, businesses, and the people.
Regarding Golden Hills, the city has allowed the continued allocation and leasing of land, and approved adjustments to the investment plan with a total adjusted investment capital exceeding 15,000 billion VND. This is an important step in resolving the issue; the next responsibility of all parties is to continue implementing the project components according to regulations.
The Northwest region plays a crucial role in Da Nang's development, linked to Lien Chieu Port, the Free Trade Zone, the High-Tech Park, and the connecting infrastructure system. Along with the development of manufacturing, logistics services, and trade, high-quality urban areas will meet the living, learning, and working needs of experts and workers.
The city expects Golden Hills to contribute to completing the appearance of the Northwest area, maximizing the effectiveness of invested infrastructure, and creating more jobs. The value of the project needs to be demonstrated through residential areas with a better quality of life. The groundbreaking ceremony for Khoi Nguyen Kindergarten is of practical significance to this direction; helping families have more stable living conditions, feel secure in their work, and commit to living in their area in the long term.
To ensure the project makes substantial progress, the Chairman of the City People's Committee requested that departments, agencies, and local authorities proactively coordinate and continue to process the necessary procedures. Each item should clearly identify the lead agency, the person responsible, and the deadline for resolution.
Eligible applications must be processed promptly; applications requiring additional information must be guided fully and clearly, minimizing the need for businesses to go through multiple processes. Issues exceeding the authority of the relevant agency must be compiled and reported promptly to the City People's Committee.
The investor and participating units in the project development need to allocate sufficient resources and develop feasible implementation plans for each stage and item. Along with housing construction, priority must be given to completing technical and social infrastructure to serve the people; fulfilling all financial obligations and commitments in the decision.
Progress needs to be monitored regularly, with transparent information to allow for oversight by residents and management agencies. In particular, the investor needs to review commitments to customers, ensuring the legitimate rights and interests of residents. The construction process must ensure quality, labor safety, environmental hygiene, and minimize impact on existing residential areas.

In his remarks, Deputy Prime Minister Pham Gia Tuc commended Da Nang's efforts, determination, and achievements over the past nine months. He also expressed confidence that the city will do well in planning, attracting large-scale projects, high-tech projects, and projects with high added value; contributing to the country's goal of achieving double-digit growth by 2026.
The Deputy Prime Minister requested Da Nang to concretize specific policies on the development of free trade zones, urban development oriented towards transportation, and an international financial center... The Government is committed to creating all favorable conditions for the city to leverage its strengths and develop into a growth pole in the Central region.
According to the Deputy Prime Minister, many stalled and prolonged projects are causing a waste of land resources, investment capital, time, and hindering the city's development. The Quan Nam - Thuy Tu New Urban Area project, now known as Golden Hills, received its investment certificate in 2010, but during implementation, changes in planning, boundaries, land allocation, and investment procedures occurred, resulting in the project remaining unfinished.
The relaunch of Golden Hills is a significant milestone, marking the initial implementation of the Party and State's guidelines, mechanisms, and policies aimed at resolving difficulties and obstacles and unlocking resources for investment and development.
The government highly appreciates Da Nang's proactive approach and determination in coordinating with central ministries and agencies to resolve existing problems and difficulties. However, resolving difficulties is not the ultimate goal. More importantly, it is crucial to translate mechanisms and policies into concrete results, restart projects, and bring them into production and business operations.
The Deputy Prime Minister of the Government requested that the resources that have been unlocked be channeled into practical projects and works that serve the people and develop the localities.

To ensure the effective implementation of Golden Hills in the next phase and the early operation of Khoi Nguyen Kindergarten, the Deputy Prime Minister requested the city to thoroughly understand and strictly implement the directives of General Secretary and President To Lam on focusing on resolving difficulties for stalled and long-standing projects; proactively and actively create favorable conditions and provide maximum support to investors, resolutely preventing bottlenecks caused by regulations and administrative procedures.
Central ministries and agencies will continue to support and guide city agencies, especially in perfecting and effectively implementing mechanisms and policies issued by the National Assembly and the Government; resolving outstanding issues in projects, and accelerating implementation progress, including Golden Hills.
For investors, it is essential to uphold credibility and responsibility, fulfill signed commitments; focus on completing legal documents and financial obligations; ensure safe, high-quality construction on schedule; and coordinate with city agencies to promptly resolve any issues and protect the legitimate rights of all parties involved.
