The Central Propaganda Department has just issued guidelines for implementing Directive No. 07 of the Politburo on "Promoting the study and practice of Ho Chi Minh's thought, ethics, methods, and style in the new development stage."

The purpose of this guideline is to unify understanding, enhance the role and responsibility of Party committees, Party organizations, government agencies, mass organizations, cadres, and Party members, especially the heads of Party committees at all levels, in effectively implementing the directive in conjunction with the implementation of the Resolution of the 14th National Congress of the Party and the strategic resolutions of the Central Committee; to make the study and practice of Ho Chi Minh's thought, ethics, methods, and style more substantive, creating momentum to promote the successful achievement of the country's political goals and tasks in the new development stage.

The guidelines emphasize that implementing the directive is a crucial and ongoing task for the entire political system and every cadre and Party member; it must be carried out seriously, synchronously, regularly, continuously, specifically, and extensively… The heads of Party committees at all levels are directly responsible for leading and directing the implementation and results of the directive; assigning specific tasks to each level, sector, and cadre and Party member; and thoroughly overcoming the problems of formalism, superficiality, vagueness, lack of inspection and supervision, and failure to evaluate the products and results of implementation.

Among the many implementation guidelines, cadres and Party members, especially the heads of Party committees, agencies, and units, should annually develop plans for learning, practicing, and committing to self-cultivation, training, and striving, linked to their exemplary responsibilities and assigned duties. The commitment should reflect a spirit of innovation, daring to think, daring to act, and daring to take responsibility for the common good; and should address the avoidance and shirking of responsibility, the fear of making mistakes and taking responsibility, and formalism in implementation.

Emphasis should be placed on practicing Ho Chi Minh's ideology on personnel work, revolutionary ethics, exemplary responsibility, scientific and democratic working methods and styles, and a close connection to reality; building a team of cadres who dare to think, dare to act, and dare to take responsibility for the common good; and promptly replacing cadres who evade responsibility, shirk responsibility, lack the courage to innovate, are fearful, and dare not make decisions, dare not act, and dare not take responsibility for the common good.

Another issue is that Party committees and organizations at all levels should direct the review, amendment, and supplementation of working regulations and standards of professional ethics and public service ethics; build standards of leadership culture based on integrity, discipline, dedication, and service to the Fatherland and the people; resolutely overcome bureaucracy, formalism, avoidance, and shirking of responsibility; and build culturally advanced agencies, localities, and units.

Party committees and leaders should strengthen direct contact and dialogue with the people and promptly address their legitimate concerns and requests; regularly stay close to the grassroots, be close to the people, strictly adhere to the principle of "actions speak louder than words," and lead by example as leaders...
