On October 3rd, the People's Committee of Ha Tinh province issued Plan No. 692/KH-UBND to implement the School Health Program for the period 2026-2035 in the province.

The plan is based on the implementation of the Prime Minister's School Health Program for the period 2026-2035, and will be applied to preschools, primary and secondary schools , vocational schools, continuing education institutions, and higher education institutions throughout the province.

The overall goal is to improve the quality of school health services ; protect, care for, manage, and enhance the health of students; ensure adequate nutrition, physical well-being, mental health, and prevent school-related diseases, illnesses, and injuries. Through this, we aim to build a safe, healthy, and friendly educational environment.

During the period 2026-2030, Ha Tinh province aims for 60% of public preschool and general education institutions to have dedicated school health staff with the required professional qualifications.

100% of ethnic boarding schools, multi-level boarding schools, higher education institutions, colleges, and vocational schools have dedicated school health staff.

The province aims to ensure that by 2030, 100% of educational institutions have separate medical rooms equipped with essential medicines and medical equipment; and have access to drinking water and domestic water that meets standards. At least 80% of educational institutions will have sanitary facilities that meet standards and cater to the needs of people with disabilities.

School meal providers must fully comply with regulations on hygiene and food safety. Preschool children and primary and secondary school students are monitored and assessed for their nutritional status; at the same time, education on school nutrition, prevention of myopia, scoliosis, dental diseases, drowning, injuries, school violence, and other health risks is strengthened.

Regarding health management, the plan aims that by 2027, 100% of children, students, trainees, and university students will receive health check-ups or disease screenings at least once a year and have their information updated as required. By 2028, 100% of learners will have their health information updated on the VNeID electronic health record.

During the period 2031-2035, Ha Tinh will continue to consolidate the achievements already made, striving for 100% of public preschool and primary/secondary education institutions to have dedicated school health personnel.

The province also aims to improve the infrastructure, medical equipment, clean water, sanitation facilities, and healthcare conditions for students, including those with disabilities; and to perfect the digital system for managing students' health.

To achieve these goals, the plan requires prioritizing the allocation of school health personnel to boarding schools, day schools, and educational institutions in disadvantaged areas. The education sector will closely coordinate with the health sector and commune/ward health stations in conducting regular health check-ups, managing health records, preventing and controlling infectious diseases, and providing mental health counseling and support for students.

Local authorities and educational institutions are responsible for reviewing and investing in upgrading medical rooms, toilets, clean water facilities, playgrounds, and sports fields; ensuring conditions for organizing school lunch programs, physical education activities, and primary healthcare.

The Department of Education and Training is tasked with leading and coordinating with the Department of Health, the Department of Interior Affairs, and the People's Committees of communes and wards to review the current situation and propose a plan for allocating dedicated school health personnel by October 2026. Funding will be allocated from the annual budget, relevant programs and projects, and legitimate social mobilization sources.
