Proposal to unify investment policy for Que Xuan Secondary School at a new location.

Reporting at the meeting, the representative of the Xuan Phu Commune People's Committee stated that Que Xuan Secondary School was built and put into use nearly 30 years ago.

Currently, the school's facilities no longer meet the requirements for teaching and learning; moreover, due to its location on National Highway 1 with high traffic volume and its low-lying position, the school is frequently flooded during the rainy season.

Based on that situation, Xuan Phu commune proposed that the City People's Committee agree to include the project in the 2027 public investment list to build Que Xuan Secondary School at a new location (Phu Trang village) under project group C.

The local authorities also requested the city to provide 2.7 billion VND to restore the provincial-level historical site of the Cay Ket Victory Monument; to provide funding for the repair of the Dong Que Son Regional Multi-Specialty Clinic; and to assign doctors to the commune's health station in 2026.

The commune also proposed investing in upgrading the clean water system and a community center that also serves as a flood shelter.

After hearing feedback from relevant departments and agencies, Vice Chairman of the City People's Committee Nguyen Thi Anh Thi basically agreed on the principle of including the Que Xuan Secondary School project (now Xuan Phu Secondary School, Phu Trang branch) in the 2027 public investment list and the medium-term public investment list for the period 2026 - 2030.

The city leaders instructed the Department of Finance to take the lead, in coordination with the Department of Education and Training, the Department of Construction, and the People's Committee of Xuan Phu commune, to urgently advise on the investment scale, the proposing unit, and the investor of the project for implementation according to regulations; at the same time, they reminded Xuan Phu commune to accelerate the progress of developing the commune's general planning.

Regarding the provincial-level historical site of Cay Ket Victory, the Vice Chairman of the City People's Committee agreed on the principle of providing funding for restoration in 2027; assigning the Department of Finance to coordinate with the Department of Culture, Sports and Tourism to review the dossier, ensuring that the investment is linked to preservation and traditional education.

The city leaders instructed the Department of Health to assign doctors to work at the Xuan Phu Commune Health Station in 2026; and instructed the Department of Agriculture and Environment to coordinate with the Department of Culture, Sports and Tourism to guide the locality in completing the application for funding to invest in a community center combined with a flood shelter.
