Accelerate the disbursement of public investment capital plan for 2026.
Chairman of the People's Committee of Ho Chi Minh City, Nguyen Manh Hung, signed Official Document No. 9926/UBND-ĐTĐT on accelerating the disbursement of public investment capital from the state budget in 2026.
The Chairman of the People's Committee of the city requests that departments, agencies; Project Management Boards under the People's Committee of the city; the Land Fund Development Center; and the People's Committees of communes, wards, and special zones urgently implement Official Letter No. 9916/VPCP-KTTH dated September 29, 2026, from the Government Office .
Specifically, the focus will be on decisively directing the work of land clearance, acceptance testing, settlement of public investment capital, and resolving material issues; promptly transferring capital from slow-disbursing projects to projects with good disbursement rates and additional capital needs as prescribed to achieve the target of 100% public investment capital disbursement in 2026 as assigned by the Prime Minister ; and implementing the scoring of public investment capital disbursement performance in accordance with the regulations in Decision No. 1129/QD-TTg dated June 24, 2026, of the Prime Minister.
The State Treasury of Region XIII is requested to: Weekly on Fridays and periodically before the 2nd of each month (or upon request from the City People's Committee) compile the situation and send the results of public investment capital disbursement to the Department of Finance for monitoring, compilation, and reporting to the City People's Committee on the disbursement situation in the city.
The Department of Finance is assigned to take the lead and coordinate with relevant agencies, units, and localities to closely monitor the implementation and disbursement of public investment capital plans; periodically, once a week, compile and report at the briefing meeting of the Chairman and Vice-Chairmen of the City People's Committee.
The Vice Chairmen of the City People's Committee, according to their assigned fields and areas of responsibility, proactively work directly with units and localities that have disbursement rates below the city's average; directly inspect projects with delayed progress and key projects on-site to resolve issues immediately; and periodically report to the Chairman of the City People's Committee on the handling of obstacles beyond their authority.
Over 7.7 billion VND invested in building a digital tourism model in Cu Lao Cham.
The People's Committee of the city issued Decision No. 4524/QD-UBND approving the investment plan for the project to build a digital tourism model in Cu Lao Cham, with a total investment of over 7.7 billion VND.
The project will be implemented in the Cu Lao Cham area, Tan Hiep commune, and at control and ticket sales points in the Cua Dai area; the system will be deployed and used by the Cu Lao Cham Nature Reserve Management Board. The project implementation period is from 2026-2027.
The project involves investing in and developing a digital tourism management software, integrating functions for managing tourists, entrance tickets, visitor control, destination management, and other administrative, monitoring, and alerting functions to support tourism management in Cu Lao Cham.
Simultaneously, VR360 was digitized, creating virtual tours of 19 typical locations and panoramic views of Cu Lao Cham from above; 15 AI camera sets and data integration and analysis systems were invested in to monitor, analyze, and warn about tourist density in key areas; and 2 barcode printers, 4 QR code scanners, and integration systems were invested in with the automatic gate system currently in use at Cua Dai canoe pier.
The project also involves leasing infrastructure and servers for system installation and operation; inheriting, integrating, and sharing data with digital databases on biodiversity, resources, and the environment in the Cu Lao Cham Nature Reserve, digital heritage sites, digital tourism maps, and other shared systems of the city through data integration and sharing platforms…
Approval granted in principle for the investment project of a 20 billion VND wood processing plant.
In Decision No. 4502/QD-UBND, the Chairman of the People's Committee of the city approved the investment policy and also approved the investor for the Wood Processing Plant Project of Chau Kar One-Member Limited Company, with an investment capital of 20 billion VND.
The project occupies a land area of 5,172 m². The construction investment includes a warehouse, offices, workshops, a canteen, a guardhouse, a parking garage, internal transportation, and supporting infrastructure, green spaces, etc. Products and services provided include finished sawn timber and by-products such as sawdust, wood chips, and firewood.
Strengthening coordinated measures for the prevention and control of rabies in animals.
Vice Chairman of the People's Committee of Ho Chi Minh City, Tran Nam Hung, signed Official Document No. 9975/UBND-SNNMT on continuing to implement comprehensive measures to prevent and control rabies in animals.
Accordingly, the Chairpersons of the People's Committees of communes, wards, and special zones; and the heads of relevant departments, agencies, and units are requested to continue to decisively and comprehensively implement measures to prevent and control rabies as directed by the Ministry of Agriculture and Environment and the People's Committee of the city.
The People's Committees of communes, wards, and special zones shall review and accurately compile statistics on the number of dogs and cats raised in their areas; and promptly organize vaccination for newly acquired dogs and cats, dogs and cats whose protective immunity has expired, and dogs and cats that were not vaccinated during the main vaccination campaign, ensuring a vaccination rate of at least 80% of the total population.
The localities that were criticized are requested to learn from their mistakes, direct a review to clarify the responsibilities of the collectives and individuals assigned to advise on implementation but who caused delays, affecting the overall vaccination results of the entire city; and report the results of the review to the City People's Committee through the Department of Internal Affairs before October 10, 2026.
Local authorities must strengthen the management of dog and cat populations; require owners to register and declare their pets, keep them confined within their family premises, and comply with regulations on leashing, confining, muzzling, and having someone accompany them when taking dogs to public places; and intensify inspections, monitoring, and handling of violations, especially regarding stray dogs, unsupervised dogs, and dogs that have not been vaccinated against rabies.
In addition, develop and issue plans and allocate funds for rabies prevention and control; strengthen communication; provide guidance on initial wound treatment and require people bitten or scratched by dogs or cats to go immediately to a medical facility for preventive treatment.
Upon detecting animals infected with or suspected of having rabies, or individuals being attacked by dogs or cats suspected of having rabies, local authorities must promptly investigate, collect samples, conduct tests, treat cases, vaccinate to contain outbreaks, disinfect, manage dog and cat populations in the affected area, and guide exposed individuals to receive preventive treatment as prescribed.
The Department of Agriculture and Environment is strengthening coordination and guidance to localities in organizing vaccination and implementing measures to prevent and control rabies; proactively implementing the city's rabies prevention and control plans for the period 2026-2030 and the operational plan for areas for sheltering stray dogs and cats. At the same time, it is preparing sufficient chemicals and vaccines from the city's reserves to provide timely support to localities in carrying out vaccination and disease prevention and control.
Strengthen inspections and crack down on food safety violations.
Vice Chairman of the People's Committee of Ho Chi Minh City, Nguyen Thi Anh Thi, signed Official Document No. 9966/UBND-KGVX on strengthening inspection and handling in the field of food safety.
Accordingly, the Department of Health, the Department of Industry and Trade, and the Department of Agriculture and Environment, according to their assigned functions and duties, will take the lead in coordinating and strengthening inspections and post-inspections on food safety for food production and business establishments, focusing on high-risk establishments; reviewing and strictly managing food and food additive production and business establishments; and promptly detecting and severely punishing violations.
The units should strengthen coordination and information exchange in inspections and post-inspections, especially for establishments under the management of multiple sectors and fields; promptly inspect and handle establishments whose Food Safety Certificates have expired but are still operating. In cases where criminal activity is detected, relevant information, files, and documents should be promptly transferred to the competent investigative agency.
The Department of Culture, Sports and Tourism is strengthening inspections, guidance, and supervision of compliance with food safety regulations at tourism service establishments that provide food and beverage services, especially restaurants, tourist accommodation establishments that serve food and beverages, tourist areas and attractions, and other service establishments serving tourists.
The Department of Education and Training is strengthening inspection, guidance, and supervision of food safety at educational institutions, focusing on collective kitchens, school kitchens, meal provision activities, school canteens, and the selection and use of food, ingredients, and food additives.
The People's Committees of communes, wards, and special zones should strengthen state management of food safety; review food production and business establishments, especially those with high risks; and intensify inspection and control of street food businesses, hawkers, and snack vendors, especially in areas in front of schools where large numbers of students congregate.
The target for health check-ups in 2026 is set for 422,197 people belonging to the additional target group.
Vice Chairman of the City People's Committee Nguyen Thi Anh Thi signed document No. 9962/UBND-SYT, assigning targets for periodic health check-ups in 2026 for additional target groups to 93 communes and wards.
Of these, the total number of people in this group is 422,197; the total number of people eligible for health check-ups organized by the People's Committees of communes and wards is 140,066.
The Chairpersons of the People's Committees of communes and wards are responsible for the data review and statistics; organizing the review, management, compilation of lists, and organization of examinations for the assigned target groups. At the same time, they must proactively coordinate with the medical facilities assigned by the Department of Health to develop plans, arrange time, location, and examination methods suitable to the local situation, ensuring that the examinations are conducted correctly, without duplication, are substantive, and have complete information for updating the Health Data Portal.
Local authorities should urgently review the number of people still needing examination, develop a specific schedule, clearly assign responsibilities, and organize appropriate examination methods; strengthen efforts to encourage and directly invite people, organize mobile examinations, examinations in the community or at their place of residence when necessary, and not allow the process of compiling lists or waiting for people to proactively come for examinations to affect the overall progress.
Regularly monitor and compare the number of people examined, the remaining number, and updated data results to promptly address issues in areas and target groups with slow progress.
Local People's Committees in mountainous areas must urgently deploy and mobilize local forces and coordinate closely with the health sector to strive to complete health check-ups for 100% of the population as planned before the rainy season and complex weather conditions arrive, minimizing disruptions to check-up activities and difficulties in reaching people in mountainous areas.
