HNN.VN - On the morning of October 3rd, the City Health Department held a conference to transfer functions, tasks, and personnel in the fields of preventive medicine, population, food safety, and social welfare from health centers under the Department of Health to health stations under the People's Committees of communes.

At the conference, the Department of Health announced Decision No. 3220/QD-UBND dated September 30, 2026, of the People's Committee of Hue City regarding the transfer of personnel and reassignment of officials from the Health Centers under the Department of Health to the Health Stations under the People's Committees of communes. Simultaneously, Decision No. 3221/QD-UBND dated September 30, 2026, regarding the transfer of functions and tasks in the fields of preventive medicine, population, food safety, and social welfare to the Health Stations under the People's Committees of communes was announced.

Speaking at the conference, Associate Professor Dr. Tran Kiem Hao, Director of the Department of Health, said that this handover aims to further reorganize and streamline the organizational structure, clearly define the functions, tasks, and responsibilities of state management, and at the same time improve the efficiency of the grassroots health system.

According to the head of the Department of Health, commune-level health stations are the closest to the people, directly implementing many activities related to primary healthcare, disease prevention and control, community health management, population, food safety, and social welfare. The transfer of functions, tasks, and personnel is expected to bring healthcare management and service provision closer to the people, while also promoting the proactive role of commune-level authorities.

The Department of Health requires that the handover process ensure full functionality, responsibilities, personnel, records, documents, and professional data; minimizing difficulties and obstacles arising after the transfer. The health centers will continue to coordinate, guide, and provide professional support to the health stations during the initial implementation of the new model, ensuring that there are no gaps in professional work.

For commune-level People's Committees, the Department of Health requests that they fully assume their functions, duties, and personnel; promptly consolidate their organization, and assign tasks appropriately based on job positions, professional capabilities, and the actual needs of each locality. Health stations are required to continue maintaining all programs related to disease prevention and control, immunization, population, health education and communication, food safety, and social welfare.

The Department of Health will continue to fulfill its role in state management, providing professional guidance, inspection, supervision, and coordination with localities to promptly address difficulties during implementation. The goal of organizational restructuring and streamlining is to improve the quality of service to the people and ensure that grassroots health activities are maintained stably, continuously, and effectively.

At the conference, the City Health Department and the leaders of the commune-level People's Committees signed a handover and acceptance agreement, which will serve as the basis for implementing tasks in the next phase.
