Under the new regulations, international students wishing to transfer to a different course will have to apply for a new visa. Those who do not meet the requirements for transferring to a higher level of study will not be allowed to apply for a new visa while in Australia. These individuals must apply from overseas, with some exceptions. During the transition period, students are also not allowed to change courses for the first 12 months.

This new student visa regulation aims to prevent students from enrolling but not attending classes for the first six months, or intentionally failing exams to transfer to lower-cost educational institutions. It is part of Australia's ongoing efforts to reform its immigration system, which aims to reduce net annual immigration to 225,000 by 2028.
