According to Ms. Thuy, the market for high-quality human resources and international experts in Vietnam is undergoing three major changes. These changes will impact the demand for high-quality human resources as well as the movement of international experts in Vietnam over the next decade.
The demand for high-quality human resources will increase faster than the market supply.
Manpower's recruitment data shows that the demand for skilled personnel in Vietnam is very high.
According to Manpower's Recruitment Trends survey, the percentage of businesses planning to increase hiring has remained consistently high since the beginning of 2026.
Most recently, 52% of businesses plan to increase recruitment in Q4/2026. Recruitment orders received by Manpower Vietnam for 2026 are also trending upwards in the fields of AI, semiconductors, automation, logistics, supply chain, and high-tech manufacturing.
However, a shortage of the right skilled workforce is one of the main barriers to recruitment. Approximately 50% of businesses in Vietnam surveyed by Manpower Vietnam indicated that they take longer to recruit than in 2025 due to a lack of candidates – including insufficient applicants with the right skills or a limited pool of qualified candidates in the market.
A prime example of the labor supply-demand imbalance is the semiconductor industry. Vietnam aims to develop approximately 50,000 semiconductor professionals by 2030, with Ho Chi Minh City alone targeting at least 9,000 with university degrees or higher. However, the country currently only has about 15,000 semiconductor professionals – equivalent to 30% of the total demand.
Businesses' requirements for high-quality human resources are gradually changing.
According to Manpower Vietnam, while businesses previously prioritized qualifications, experience, foreign language skills, and management skills, these factors have now become almost fundamental requirements.
From the mid-level and senior-level recruitment projects that Manpower is currently undertaking, there is a growing demand for candidates capable of implementing digital transformation , optimizing operations, managing in an international environment, and creating new value for the organization.
In other words, businesses used to hire people to run the business, but today they hire people who can lead growth and innovation.
The competition for high-quality talent in the future will be global in nature.
Previously, businesses primarily competed for talent within their local area or between provinces and cities nationwide. Now, an AI expert, factory manager, or senior leader can choose to work in any economic hub in the world.
The development of the digital economy, the global talent migration trend, and the growing demand for high-level personnel are intensifying the competition for talent.
This means that Vietnam needs to not only strive to attract investment capital but also compete to attract talent both domestically and internationally.
Therefore, without proper preparation now, the labor market's readiness will not keep pace with the rate of technological innovation or future development requirements.
